Introduction

OVERALL RESPONSIBILITY
SCMS is recruiting a Quantification and Supply planning Advisor who will be responsible for administering systems for national forecasting, quantification of commodities required to support the HIV/AIDS Program.
S/he shall primarily be responsible for the quantification and development of specifications of HIV/AIDS related commodities with an emphasis on laboratory related commodities. S/he will be responsible for the quantification of these commodities using tools such as Quantimed and others that are specifically designed for laboratory commodities. S/he shall be responsible for analyzing and managing the Pipeline® for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, and other commodities. The Officer will develop regular quantification reports of commodity needs, including analysis and demand to inform the SCMS procurement strategy.


Fonctions

SPECIFIC RESPONSIBILITIES
1. Develop product lists: Obtain standard treatment guidelines, testing algorithms and laboratory procedures; identify whether branded or generic products are required; determine and maintain a comprehensive database for ARVs, test kits, drugs for opportunistic infections, lab supplies and other HIV/AIDS related commodities.
2. Identify targets: Seek the opinion of program managers and clinical experts as to the potential for scale-up of testing and treatment programs; determine existing targets as expressed by national policy makers and stakeholders; break down targets by adult and pediatric patients; seek advice from stakeholders on potential program expansion.

3. Perform quantifications: Determine appropriate methodologies and tools to utilize; estimate the number of patients on each regimen, number of drugs per patient, and total number of each drug; calculate the order requirement based on the status of the supply pipeline, program capacity, and funding availability; adjust quantities according to potential budget available.
4. Develop cost estimates: Obtain supplier prices for each product; determine price broken down by regimen; determine cost breakdown by funding source.

5. Monitor changes in treatment regimens and standard treatment guidelines, product selection and keep abreast of developments with new products that may be eligible for procurement with USG funds.
6. Develop data collection protocols, assemble programmatic data inputs, collect and collate product consumption and inventory data.
7. Work with SCMS Procurement Advisor to ensure execution of commodity procurement by SCMS. This includes monitoring costs and lead time.

8. Monitor the national pipelines for all HIV/AIDS commodities to ensure that adequate quantities of required commodities are readily available for distribution, using available tools (Pipeline, Inventory Tracking Tool, etc.).

9. Produce forecast report of consumption of HIV/AIDS commodities.
o Produce supply plan using PipeLine.
o Draft Quantification Technical Reports.
o Prepare quarterly reviews of forecasts and supply plans.
10. Maintain backup files of all forecasting and quantification data submitted to headquarters or completed.
11. Make presentations on quantification and forecasting as required to SCMS project staff, USAID staff in Haiti, country USG partners and networks and host country officials, etc.
12. Perform other tasks as requested by the supervisor.


Qualifications réquises

QUALIFICATIONS
1. Bachelor’s degree in pharmacy, public health, supply chain management or combination of relevant education and experience.
2. At least three years of work experience in the field of HIV/AIDS, health, logistics, pharmaceutical/lab/public health supplies management, supply chain systems strengthening.
3. Knowledge of appropriate methods for data analysis and reporting and proven ability to engage in detail-oriented, analytical tasks.
4. Demonstrated skills in relevant forecasting software (uses Quantimed and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
5. Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
6. Working experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.
7. Proven ability to work as a part of a leading team but also self-managing of own time.
8. Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve operational constraints

10. Excellent written and oral communications skills in French and English.
11. Ability and willingness to travel locally at least 15-20% of the time.
