Introduction

• The position is one of field project management for the shelter programme.
• The project manager will provide design/planning and technical oversight on implementation of shelter projects as mentioned above.
• Work within the shelter team and the Disaster Response Program to design and implement technical solutions to address the shelter needs in CARE’s areas of intervention with a vision to reduce risk and foment community lead improvement initiatives.
• The shelter project manager will work closely with the community development manager and report to the Shelter and Settlements’ Area Manager


Fonctions

Manage and guide the implementation of a variety of shelter projects (shelter construction, rural house repairs, emergency shelter reinforcement, house retrofitting etc). Oversee the technical aspects of shelter projects including but not limited to:
• Provide detailed technical assessments as required, and develop operational plans for the shelter activities identified, and ensure construction and monitoring methodologies are put in place.
• Ensure that the shelter response, technical design and linked activities comply with appropriate local, national and international standards and regulations.
• Provide leadership and advice for solving in-situ technical problems
• Plan distributions of materials and schedules for monitoring and follow-up by national staff teams
• Prepare construction budgets, manage operating budget for the construction, track materials inventory, track costs for the materials purchased and any other expenses incurred for shelter construction/distribution
• Ensure Quality Assurance and Quality Control methods are applied from inception
• Develop and adapt shelter projects in co-ordination with the Shelter Co-ordinator, maintaining a flexible approach to a changing field situation
• Develop and manage project timeframes, including timelines, specific construction milestones and ensure that construction activity meets this schedule.
• Ensure that environmental and sustainability issues are considered in the technical design and works, in keeping with agreed best practices.
• Ensure that CARE shelter project objectives are being achieved in the field
• Participate in CARE management planning and co-ordination
• Any other tasks required by the supervisor for the Shelter programme

Information and coordination
• Prepare weekly and monthly reports for all project activity. Additional reports may be requested.
• Ensure maintenance of records of specifications, quality control checks, goods received, distribution lists, and in general all project documentation
• Ensure that all shelter activities are developed in coordination with other sector's teams as appropriate.
• Oversee the use of appropriate project procedures and documentation, including project planning tools, procurement forms, tender and contract documentation, project tracking tools, and overall budgets.
• Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources
• Liaise with local/government authorities at field level to ensure compliance with government regulations
• Represent CARE in discussions with donors at the field level, as required
• Report on field activities to Cluster forums and within CARE, and prepare documentation for donor reporting

Human resources management / capacity building
• Participate in development of staffing structures and field base development
• Manage all activity and staff associated with the your assigned project
• Provide leadership to the team, and build the capacity of field engineers, technicians, construction tradesmen and construction crews.


Qualifications réquises

• Civil engineering/ architecture, or equivalent degree/experience required.
• 3 years experience in project/construction management, preferably in emergency / post emergency phase
• Familiarity with Sphere standards and Humanitarian principles
• Experience in earthquake and hurricane resistant structures a plus
• Excellent leadership, management, teamwork & interpersonal skills
• Working knowledge of French preferred
• An understanding of Disaster Risk Reduction (DRR) strategies. Including risk assessment and risk reduction planning a plus.
• Awareness of community-centred and self-build approaches to emergency response a plus
• Compliance to CARE principles and core values.

Familiar with GPS and GoogleEarth a plus
