Introduction

The position is one of supervision in a given geographical area for several projects for shelter programme. The AM is responsible for the quality and effectiveness of CARE’s shelter program within his/her designated area of responsibility. This is a field based position with supervisory role of up to four international project managers.


Fonctions

• Coordinate the development of all shelter program implementation plans and budgets in the area within the framework of the agreed emergency response program and strategy.
• Ensure that shelter activities are implemented in a coordinated and integrated manner in collaboration with other departments within CARE or external partners.
• Ensure quality of activities, including respect of technical specifications, appropriate and transparent targeting and community engagement.
• Develop and adapt shelter projects in co-ordination with the Shelter Co-ordinator, maintaining a flexible approach to a changing field situation
• Responsible for budget management, including plannification of expenses, monthly budget follow up and cash forecast, monthly validation of expenses.
• Ensure the respect of CARE’s contractual obligations toward its donors, including timely achievement of verifiable results, and reporting.
• Assist with securing donor funding for shelter projects
• Ensure that CARE shelter project objectives are being achieved in the field.
• Oversee the use of appropriate project procedures and documentation, including project planning tools, procurement forms, tender and contract documentation, project tracking tools, and overall budgets.
• Ensure adequate program support services in his/her area of operation, liaise with program support as necessary
• Actively engage in the Cluster and other co-ordination mechanisms at the hub- or field-level
• Any other tasks required by the supervisor for the Shelter programme


Information and coordination
• Participate in CARE management planning and co-ordination
• Compile weekly and monthly reports for all project activity. Additional reports may be requested.
• Ensure the appropriate storage and upkeep of records and databases in the area
• Ensure that all shelter activities are developed in coordination with other sector's teams as appropriate.
• Where necessary ffacilitate the establishment of effective coordination mechanisms at the various local levels. Liaise with key non-governmental organizations (NGOs), national, provincial, and local government, and external donors, as necessary; participate in joint agency assessments, task-force teams and workshops, technical committee meetings, and coordination groups
• Represent CARE in discussions with donors at the field level, as required
• Report on field activities to Cluster forums and within CARE, and prepare documentation for donor reporting



Human resources management / capacity building
• Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE.
• Supervise and support up to four international Project Managers
• Support the project managers in the development of staffing structures and field base development and liaise with Human Resources as necessary
• Supervise and develop the capacities of mixed teams of international and national staff (social outreach officers, engineers, technicians, etc)


Qualifications réquises

• 3-5 year experience in program management, preferably in complex emergencies and natural disasters
• Working knowledge of French
• Proven experience in coordination with NGOs and/or donor organizations.
• Proven experience in program budget management
• Proven experience in management of human resources
• Experience in complex decision making and leading a multi-disciplinary, multi national team under difficult circumstances
• An understanding of Disaster Risk Reduction (DRR) strategies. Including risk assessment and risk reduction planning a plus
• Understanding and experience in the inclusion of cross cutting issues in programming i.e. gender, HIV/AIDS, environmental issues.
• Familiarity with Sphere standards and Humanitarian principles
• Excellent leadership, management, teamwork & interpersonal skills
• Compliance to CARE principles and core values.


Skills:
Computer: Word, Excel
Familiar with GPS and GoogleEarth a plus
