SCMS is recruiting a Quantification & Forecasting Officer who will be responsible for administering systems for national forecasting, quantification of commodities required to support the HIV/AIDS Program.

The Quantification and Forecasting Officer shall primarily be responsible for the quantification and development of specifications of HIV/AIDS related commodities. S/he will be responsible for the quantification of these commodities using tools such as Quantimed, Pipeline and other as needed. S/he shall be responsible for analyzing and managing the Pipeline® for antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections, laboratory supplies, and other commodities. The Officer will develop regular quantification reports of commodity needs, including analysis and demand to inform the SCMS procurement strategy.

1. Graduate degree in supply chain management, statistics or relevant experience.
2. At least three years of work experience in pharmaceutical/lab/public health supplies management.
3. Knowledge and comprehensive understanding of Haiti’s public health sector and working experience in Haiti preferred.
4. Excellent written and oral communications skills in French and English.
5. Proven ability to work as a part of a leading team but also self-managing of own time.
6. Proven ability to engage in detail-oriented, analytical tasks.
7. Demonstrated skills in relevant forecasting software (uses Quantimed, and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
8. Working experience particularly with projects funded by the United States Agency for International Development (USAID) a definite plus.
9. Ability and willingness to travel locally at least 15-20% of the time.
