Introduction

Given the magnitude of destruction and threat to stability in the aftermath of this unprecedented disaster in Haiti, the United States Government has made immediate emergency relief and support for the Government of Haiti a priority. OTI was asked to contribute toward the reconstruction and stabilization effort and immediately implement programming in close coordination with the USAID/Haiti Mission. The initial objectives for the OTI/Haiti program will be:
• To support the Government of Haiti (GOH) by promoting stability and decreasing the chances of unrest;
• Facilitate GOH efforts to restore core government functions.

Country program objectives are expected to shift over the life of the program to account for shifts in the political environment. Objectives are subject to periodic review and adjustment through regular strategy sessions with input from the Contractor, taking into account budgetary and staffing implications that changes to the objectives may have. USAID/OTI owns the country program objectives and will document and approve all changes to these objectives. Changes in the program objectives do not require a modification to the contract scope of work.


Fonctions

The Procurement and Logistics Officer (PLO) reports on day-to-day operations and receives guidance and priorities from the Procurement/Logistics Manager.

The PLO will be assisting Procurement/Logistics Manager with the procurement committee, drafting invitation bids, executing purchase orders & contracts, and ensuring that all procurement and logistical operations are executed in accordance with USAID regulations and DAI policies.

DUTIES
• Acts as a member of the procurement selection committee and ensures that the committee work collaboratively in making a final selection;
• Procures in-kind support for all grants;
• Determine the most reasonable, fair, and expeditious procurement alternative for each grant;
• Inspect and accept goods, verify services and monitor the use of goods and services;
• Initiates and maintains partnerships with external vendors by negotiating purchase order contracts and subcontracts with appropriate sources of equipment, supplies, services and travel;
• Facilitates the preparation and submission of purchase orders in accordance with DAI policies and USAID regulations;
• Work closely with procurement and logistics staff to obtain resources, quotations and secures competitive bids for one-time goods and services;
• Work closely with procurement and logistics staff to establish and maintain vendor databases;
• Coordinates with program staff on project needs and requirements;
• Ensure that all procured goods are delivered on time;
• Performs other duties as required. By the Procurement/Logistics Manager RESPONSIBILITIES
• Procures in-kind support for all grants. He will determine the most reasonable, fair, and expeditious procurement alternative for each grant. He will work with local and regional vendors and service providers to procure commodities and services, inspect and accept goods, verify services and monitor the use of the goods and services.


Qualifications réquises

EDUCATION
• Two years procurement experience in Haiti;
• Knowledge of USAID procurement and logistics regulations;
• Strong interpersonal communication and organizational skills;
• Familiarity with computer-oriented procurement systems preferred.
• Familiar with commodity management tracking systems
LANGUAGES
• Proficient in French, Creole and adequate knowledge of English
