IHRC mission
The mission of the IHRC is to seek the coordinated, effective and efficient planning and implementation of priorities, plans and projects in support of Haiti’s recovery and development in the wake of the 12 January 2010 earthquake.

Main responsibilities
A Junior Technical Assistant supports Technical Assistants acting as Sector Experts who are aligned to one of 19 sector areas within the IHRC, which comprises the Strategy and Planning Group.
The Strategy and Planning Group reports directly to the Executive Director. As a whole, the Group refines the sector plans; monitors the recovery progress against the plans, and refines and adjusts plans in response to the assessment of progress; and assists with project solicitation and approvals and in the debottlenecking of projects on sector specific issues.
The IHRC is an adaptive organization that is evolving as Haiti’s recovery needs develop. As a consequence, the roles and responsibilities of the Junior Technical Assistant of the Strategy and Planning will likely evolve along with Haiti’s recovery needs, strategy and progress, as well as with the IHRC’s strategy.
Specific duties
In assisting the Sector Expert with project approvals and in the debottlenecking of projects on technical issues:
■ Management of incoming health projects by liaising with the Projects Team and relevant Sector Leads in the case of cross-sectoral projects
■ Coordination of the project review process by collecting the inputs of the various project reviewers (relevant sector leads, relevant Ministry, Advisory Committee)
■ Whenever needed, facilitation of project submission by assisting project proponents, providing them with relevant information and addressing bottlenecks
■ Following up with Projects Team to ensure project proponents receive timely communications about the projects

In assisting the Sector Expert with monitoring the recovery progress against the plans:
■ Performing follow-up with project proponents to assess and monitor progress of their projects
■ Identifying obstacles and bottlenecks for project implementation and sharing them with the Strategy and Planning Group to articulate support IHRC can provide
■ Assisting in planning visits at project sites to perform more detailed monitoring and evaluation
■ Maintaining an up to date project database which includes all necessary information for monitoring

In facilitating meetings between key stakeholders to ensure the achievement of the strategic plan’s objectives:
■ As part of the Health Sector Table Secretariat, assist the Unité de Planification et d’Évaluation of the MSPP to organize Sector Table meetings (logistics, agenda, invitations, minutes)
■ Assist in the organization of key meetings and sub-groups on various themes related to the operationalization of the strategic plan (e.g. patient transport network, disaster management IT tool) to bring together key stakeholders and push discussions for the implementation of key projects.
Traits and characteristics
The Junior Technical Assistant within the Strategy and Planning group will provide process and sectoral expertise and support the Sector Expert into the translation of strategic goals and priorities into realistic and flexible plans and programs. She or he will have demonstrated both excellent analytical and abstract reasoning skills, and strong communication skills. She or he will have demonstrated integrity, enthusiasm, and interpersonal skills. Finally, she or he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace.


Qualifications réquises

• Fluency in French and English
• A university degree: minimum of a Bachelor level, Masters degree preferred
• Experience working in Haiti or on development projects for Haiti
• Experience in private or public sector enterprise, with demonstrated ability for coordinating various stakeholders/interests and developing strong relationships in order to drive a process successfully
• Ability to multi-task, set priorities, and be effective under tight deadlines
• Excellent written and oral communications skills


Conditions de travail

Compensation
Appropriate compensation will be offered.
Term, location and travel
The successful candidate should be willing to commit to an 18 months period, which may be extended for a further 18 months in the event that the IHRC’s mandate is extended.
The candidate is expected to live in Haiti and is likely to travel within and outside of Haiti.
