Introduction

HelpAge International is a global network of not-for profit organisations that work with and for disadvantaged older people worldwide to achieve lasting improvement in the quality of their lives. HAI is comprised of over 50 age-concerned organisations from the North and South.

As well as working in longer-term development HAI is mandated by its members to implement programmes that work with and for older people suffering the effects of conflict or natural disaster. HAI takes a holistic view of its work, seeing emergencies and responses to them as part of an approach to establish the rights of older people to participate in development and to confront the stresses that increase their vulnerability and impoverish them.

HAI is the only worldwide organisation that focuses on the needs and assets of the vulnerable elderly in emergencies and is leading action in this neglected area of humanitarian response. HAI has produced guidelines for best practice in humanitarian crises aimed at promoting the inclusion of older people at all stages in programming.

Following the devastating earthquake in Haiti on 12 January, HelpAge launched an emergency response in partnership with local partner organizations and is committed to extending this into a longer term recovery and rehabilitation programme in support of older people in Haiti.


Fonctions

The Livelihoods Officer will support the identification, design and implementation of the livelihoods programme, in close coordination with the other HelpAge Haiti departments.

S/he will contribute to improving livelihoods of older people through a range of approaches, including cash for work, cash transfers, and micro-credit.

1. Support the Livelihoods Manager in developing a livelihood strategy in line with existing HAI policies and frameworks.

2. Specifically, s/he will play a crucial role in supporting the Livelihoods Manager and HAI team to deliver the DEC Phase 2 programme commitments to achieve the targets established for the 3 components of this programme.

2. Provide the necessary support to ensure that livelihoods programme integrates community approaches, gender sensitivity and capacity building into all activities as appropriate.

3. Provide the necessary support to ensure that close working relationships are developed with OPAs and beneficiaries and other partners as appropriate.

4. Support the Livelihoods Manager to develop livelihoods programming operational procedures, systems and programme guidance.

5. Attend cluster coordination meetings when requested by the Livelihoods Manager.

6. Support the Livelihoods Manager to ensure that team members operate in a secure environment and comply with security procedures and policies.

7. Maintain positive working relationships with HelpAge staff, OPAs, beneficiaries and others as appropriate.

8. Set up and maintain an efficient and up-to-date filing system for all documentation related to the livelihood components of the programme.

9. Provide a monthly report of his/her activities.

10. Carry out additional work related tasks as required by the Livelihoods Manager or other senior staff.


Qualifications réquises

• A university level education
• Experience of working in livelihoods or related field.
• Experience of working in emergency and transitional programming in an NGO.
• Communication and reporting skills (verbal and in writing).
• Co-operative and supportive team player in a cross-cultural environment.
• Excellent command of French and Creole and proficient in English.
