Introduction

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE: To act with poor people as a force for change in addressing the causes of poverty, suffering and injustice and alleviating their symptoms.
JOB PURPOSE:
To work as a key member of the Strategic WASH Unit for Haiti, ensuring that the project abides to public health promotions etiquette, and to lead in ensuring the government takes full leadership and ownership of all activities of the project. This will be achieved by:
·Ensuring the social marketing that encompasses the local context.
·Appropriate stakeholders involvement in the planning, design and implementation phases.
·Involving the relevant arms of the government in the project planning and marketing to the beneficiaries.
·Ensuring proper identification of key actors in the WASH sector including other NGOs, bilateral and multilateral players.
·Exhibiting good understanding of the administrative and political strata as a means of locating appropriate entry points.


Fonctions

KEY RESPONSIBILITIES:
Technical aspects:
1.Identification of and engagement with the key technical government actors, both local and central government.
2.Leading key stakeholders (Local government, DINEPA, SNEP, MSPP, UCS, community) in setting programme milestones culminating in effective project cycle management.
3.Work with municipal authorities, ministry of health and DINEPA departments to ensure that the project is anchored on beneficiary acceptance, and that roles and responsibilities are defined and understood in a timely manner.Programme Development:
4.Take a lead in training partners in aspects of participatory methodologies leading to a sustainable project.
5.Inform and offer advice to the PM on all project aspects to ensure key management decisions are based on sound analysis.
6.Take on board aspects of social marketing to ensure hardware installation is in tandem with social (gender, protection, diversity, cultural practices, moors and norms) aspects.
7.Review suitability and relevance of Gantt charts and ensure proper tracking is in place (including resource allocation and utilisation, milestones, etc).
8.Synthesise technical progress reports for wider audience, and ensure they meet Oxfam’s “standard house style”.
9.As a member of a multi-disciplinary Oxfam team, to analyse and make the links between PHP and PHE, and to make recommendations for actions which are consistent with Oxfam’s policies.
10.Co-ordinate with the Livelihoods, DRR and Mainstreaming teams to ensure appropriateness of interventions and incorporation of Oxfam's crosscutting themes, particularly gender and protection, in programme activities.Programme Approach:Support WASH teams to ensure that:
11.An empowering approach to working with local authorities and communities with Oxfam functioning as a facilitator rather than a substitute of the government. Such approach seeks to initiate and promote synergy between the governors and the subjects.
12.All members of the community, women, men and children are involved in all aspects of the programme implementation.
13.All work is carried out in a way that is sensitive to community needs, protection and gender issues.
Ensure gender mainstreaming is properly addressed by all concerned, through programme assessment, planning and implementation.Documentation and Representation:
14.To represent OGB in area WASH Cluster Co-ordination, or similar, meetings related to PHP (and other issues as delegated by the PM / WASH advisor), and bilateral meetings with the government, donors and other key players.
15.Influence / guide co-ordination of key players in the public health and community mobilisation field. Ensure that Oxfam plays a key role in the definition of quality standard and approaches, leading to the realisation of effective programming.
16.To support compilation of donor reports and Oxfam sitreps with particular attention to expenditure monitoring, time overruns and contractual implications of the same. Other:

Qualifications réquises

SKILLS AND COMPETENCE: ·
Extensive public health experience, practical understanding of hygiene promotion and social marketing, and community mobilisation.
·Relevant qualification in Public health backed by 3 year experience, and one or more other relevant areas (community development / mobilisation, participatory methodologies, Social Marketing), ideally to a Masters degree level – experience may substitute qualification.
·Very strong analytical capacity and ability for strategic-thinking.
·Strong and proven ability in social/community mobilisation.
·Significant engineering experience involving contractors and consultants, and sensitivity to the needs and priorities of disaster-affected populations.
·Demonstrated experience of integrating gender and diversity issues into public health.
·Ability and commitment, to collaborate with and support a multi-disciplinary team. ·Planning and reporting skills and experience.
·Understanding of monitoring and evaluation.
·Good training and mentoring skills. · Good supervisory skills.
·Excellent ability to influence others.
·Excellent interpersonal and communication skills.
·Understanding and commitment to Oxfam's purpose.
·Ability to work well under pressure and in response to changing needs.
·Ability to travel and to work in difficult circumstances and basic conditions.
