Globally Oxfam Great Britain is an agency with a passion and ability to make poverty inequality and suffering a thing of the past. Haiti program is currently looking for a dynamic individual to take this role.


Fonctions

The Role:
·Identification of and engagement with the key technical government actors, both local and central government.
·Review and verification of various infrastructure designs for black, grey, and potable water treatment and conveyance.
·Work with municipal authorities, ministry of health and DINEPA departments to ensure that the project is anchored on beneficiary acceptance, and that roles and responsibilities are defined and understood in a timely manner.
·Take a lead in training partners in aspects of participatory methodologies leading to a sustainable project.
·Take on board aspects of social marketing to ensure hardware installation is in tandem with social (gender, protection, diversity, cultural practices, moors and norms) aspects.
·An empowering approach to working with local authorities and communities with Oxfam functioning as a facilitator rather than a substitute of the government. Such approach seeks to initiate and promote synergy between the governors and the subjects.
·To support compilation of donor reports and Oxfam sitreps with particular attention to expenditure monitoring, time overruns and contractual implications of the same.


Qualifications réquises

The requirements:
·Extensive public health & Cholera response experience, practical understanding of engineering and engineering economics, and contract documentation.
·Relevant qualification in engineering backed by 1-year experience, and one or more other relevant areas (community development, participatory methodologies, community water supply and sanitation, contract management), ideally to a Masters degree level – experience may substitute qualification.
·Strong and proven ability in social/community mobilisation.
·Significant engineering experience involving contractors and consultants, and sensitivity to the needs and priorities of disaster-affected populations.
·Demonstrated experience of integrating gender and diversity issues into public health.
·Ability and commitment, to collaborate with and support a multi-disciplinary team.
·Planning and reporting skills and experience, monitoring and evaluation.
·Fluent in French and English
