Fonctions

Define and implement a strategy to ensure the rolling out of Plan’s approach. He/She coordinates the implementation of a child centred community development including the capacity building of partners
• Foster debate within communities and at local and national levels to encourage a better understanding of children’s rights and the duties of the government to the Convention on the Rights of the Child (CRC).
• Together with Human Resources Department, assess training needs for the staff to enable them to accompany the communities to implement a child centered community development. ,
• Provide education about the CRC (rights-based training) to raise awareness within society, children and youth through schools, in civil society and the private sector, and in the judiciary and all government institutions.
• Lead and coordinate the development of local level partnership within Plan Haiti, improving the quality of local partnership practice across the program.
• Develop a system for the capacity building, mentoring and on-going support related to partners including CSOs, Municipalities and Government entities
• Accompany all program staff strategically in order to assure participation of the children in the program. Ensure participation in all the process of project planning (defining priorities and problematic, identifying solutions, implementation, monitoring and evaluation) with an emphasis on child protection
• Support training of youth and children groups on democratic decision-making, on participation, on development activities which affect their livelihood, on group action such as pressuring authorities for services and changes.
• Provide technical assistance to PUs for them to support the CBO’s in organizing themselves and actively contribute in the development of their community;
• Organize periodical evaluation of the progresses toward the implementation of CCCD in the program
• Make use of Plan’s catalytic role in linking successful NGO programs with government ministries that should be delivering services to the people.
• Perform other tasks requested by his/her supervisor in the limit of his/her competence and in concordance with the interests of the organization.


Qualifications réquises

• University degree in a relevant subject
• Background in Law and good knowledge of the Convention on the Rights of the Child (CRC)
• Minimum three years in community development work, especially with children
• Excellent communications, facilitation and training skills
• Strategic Planning skills, analytical skills
• Basic negotiating skills
• People management and coaching skills
• Experience in project management and good knowledge of participatory methods
• Good computer skills: Microsoft Word, Excel, Power Point and other practical software
• Fluent in French, Creole and English (Spanish as an asset)
• Capacity to work with minimum supervision
• Team work spirit
