To provide leadership in the monitoring and evaluation of the Cash Transfer activities in various sectors. To determine the effectiveness, efficiency and impact on livelihoods of cash transfers used in various sectors

1- Minimum bachelor degree in economics, social science, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area.
2- Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
3- Understanding of basic economics i.e. elasticity of demand and supply and substitution effects
4- Ability to articulate the disincentive hypothesis as it relates to food aid and the possible interactions between food, livelihood and markets (labour and commodity)
5- Analytical and systematic in approach, yet able to think and act strategically
6- Proven skills in process and group facilitation, training and capacity building
7- Fluency in English is essential.

Be able to achieve the following main responsiblilities:
1- Work closely with internal and external partners to design, monitor, implement, and evaluate the cash transfer programs
2- Develop M&E plans and budget to ensure that only the minimum amount of information necessary and useful for project monitoring, and evaluation (ME) will be collected
3- Review and refine monitoring and evaluation tools
4- Work closely with FPMG, CT Coordinator and WV Haiti Response Accountability Team Leader to develop a Humanitarian Accountability Framework for the Cash Transfer projects
5- Work with the CT Coordinator to complete a stakeholder analysis for the Cash Transfer project
6- Define and establish linkages between the M&E system for the Cash Transfer projects and the HAP benchmarks.
7- Co-ordinate and liaise with local authorities and stakeholders on the ground and provide information with regard to the program
