Fonctions

The Monitoring and Evaluation Officer will be responsible for overseeing JP HRO programs and projects, both new and established, providing accountability and ensuring efficiency and success from start to finish. The M&E Officer will monitor and evaluate initiatives in the context of J/P HRO strategic planning. S/he will create organization-wide processes to ensure that all adhere to procedures and policies as well as assessing and evaluating project aims and goals, maximizing the efficiency of the agenda. S/he will be responsible for establishing and monitoring key performance indicators to report and record physical progress, ensuring agreed deliverables are met as well as submitting regular progress reports to the Director of Programs. This is an important role; translating strategic direction into plans and objectives, streamlining and guiding JP HRO projects to ensure all are working effectively towards common goals within the different departments and maintaining excellence at every level.


Qualifications réquises

Bachelor’s Degree in Administration, Information Management, Engineering or other relevant academic background (essential), Master’s Degree (desirable)
At least 3 years of experience in evaluation and monitoring of project work, establishing performance indicators and writing and evaluating project reports and proposals
Project management experience
Anglais (essential), French, Creole (desirable)
Experience with NGO work


Conditions particulières

Assisting staff with new project proposals, particularly for the formulation of baseline measures and targets
Implementing the key performance indicators and deliverables for both new and established programs and monitoring throughout the duration of the different attached projects
Clarifying the core information needs of management and providing relevant and timely information to the Director of Programs and the Country Director
Providing good baseline statistics for impact evaluation
Analyzing progress reports with program managers and assessing them in terms of actions needed
Assisting programs in the creation and updates of their standard operating procedures
Documenting the lessons learned and best practices of the different programs
