Fonctions

MAJOR RESPONSIBILITIES OF POSITION

Primary Responsibilities:
1-Manage and coordinate procurement activities.

2-Implement, as necessary; improve; and monitor procedures and systems to ensure timely procurement of superior quality materials and services at competitive prices.

3-Provide the necessary guidance and leadership to all procurement staff and ensure the adoption of and adherence to standard agency procurement practices and procedures

4-Ensure compliance with CRS and donor procurement policies

5-Initiate and coordinate closely with CRS/PAP Purchasing Dept.

6-Procures equipment, goods and services at the best value, consistent with Internal Policies and procedures

7- Conduct market survey for the goods and service to find out potential suppliers. Develop vendor list and get approval on the list.

8- Receive all PRF and ensure that all PRF should assign a control number to each one and ensurer all request enterd in Purchasing database as well as information on progress of all orders; also submit inventory to Data Entry and Asset Officer.


9- Préparations of Request for quotation/bids/proposal to suppliers, Ensure all Bids Applicants/suppliers understands/aware of CRS procurement policy such as capacity to sell at credit, legally registered, proof of payment, ensure availability and on time delivery of material and product quality conforms with the requested materials. Facilitate bid committee meetings for items requiring bids final decision;


10- Maintains constant liaison with contractors and suppliers and consignees until safe delivery of goods;

12-Participation in the organization of training on Procurement;


13-To liaise and co-ordinate with the relevant delegations/departments/functions regarding delivery of supplies and keep all parties informed of any changes in a timely manner.

14-To identify and maintain an accurate and up-to-date supplier information database for regularly purchase items, and keep informed of local market conditions. Evaluate supplier performance and document it as per the guideline.

15-Establish and maintain a good professional working relationship with suppliers

16-To produce regular, timely and accurate narrative and financial reports as needed

17-Ensure an up-to-date knowledge of all CRS procurement policies and procedures

18-Perform additional tasks as required;


Qualifications réquises

1. University degree in management.
2. Minimum of five years work experience in procurement with significant management experience, preferably in an international development organization.
3. Excellent organization skills and attention to detail
4. Excellent analytical and problem solving skills.
5. Excellent communication and negotiation skills
6. Proven ability to design and strengthen operational systems.
7. Computer proficient in Microsoft Office products and database programs.
8. Proficiency in French and English

Personnel Skills:
1. Very strong consensus and team building skills
2. Demonstrated ability to provide creative, leadership and vision
3. Highly pro-active and self-disciplined;
4. Excellent inter-personal and communication skills
