Introduction

The Program Manager‐Haiti Programs (PM‐H) is responsible for the all the technical and operational activities and management of GHA’s Haiti‐based programs. The PM‐H reports directly to the Program Manager‐Headquarters (PM‐HQ).


Fonctions

1. Program Management
o Provide technical guidance, and on‐going support to all in‐country program staff.
o Conduct needs assessments for program implementation.
o Ensure all program activities are conducted in a timely and cost effective manner.
o Prepare and submit monthly, quarterly and semi‐annual reports to the PM‐HQ according to internal procedures.
o Provide technical inputs and assistance to programs with particular reference to financial management and reporting systems.
o Draft annual work plans and budgets that identify key objectives, responsible staff, deliverables and potential roadblocks.
o Ensure compliance with internal policies and procedures, as well as local and national laws/policies.
o Draft appropriate M&E tools, and ensure regular and consistent use across all in‐country programs.

2. Program Development
o Work with the Field Office Coordinator to locate potential office space in the town of Leogane or Petit‐Goâve as soon as possible.
o Identify new project opportunities, initiatives and strategic partnerships and make recommendations to HQ.
o Assist in developing and ensuring the accuracy of program‐related technical materials such as health worker curricula, BCC and IEC materials, etc.
o Assist HQ in expanding country portfolio by pursuing new sources of donor funding to sustain identified program and support activities.
o Participate in drafting and editing proposals.
o As and when necessary, participate in UN‐led cluster coordination to ensure that the organization’s programs play a vital role in regional/national planning and to secure required support from the cluster coordination mechanisms.

3. Human Resources
o As and when necessary, oversee the recruitment and selection of qualified program field staff; recommend promotions, disciplinary action and termination of staff in consultation with supervisors.
Make frequent site visits to ensure that field activities are taking place and to offer support to field staff and outreach workers such as goat program staff, clinic staff and community‐based health providers.
o Maintain open lines of communications with all field staff and with HQ.

4. Training/ Capacity Building
o Determine training needs for the field staff.
o Train in‐country staff to increase their responsibilities in order to build local capacity and ensure sustainability of programs.

5.Communication and Coordination
o Maintain regular and frequent electronic communication, including weekly updates, with PM‐HQ to ensure program activities and objectives are communicated.
o Work with the Field Office Coordinator, the Goat Program Coordinator and other staff to ensure the coordination of programs.
o Interface with government and relevant agencies such as local faith‐based & NGO partners to ensure mutual understanding and coordination of programs and to maximize resource distribution and allocation of available funds.

6. Representation
o Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s policies and procedures, ethics, values and philosophy with regard to internal and external actors.
o Represent the organization and liaise with local and national authorities, UN, NGO, and donor agencies to promote programs, facilitate successful coordination of activities and ensure transparency in the community.


Qualifications réquises

Advanced Degree with emphasis on public health, international development, & program management; will also consider candidates with applicable field experience.
o Clinical training and experience, a plus.
o 2‐5 years experience in public‐health and development programs.
o Work experience in financial management including preparing and managing budgets, contracts and negotiations.
o Proven capabilities in leadership desired.
o Strong writing, presentation and interpersonal communication skills.
o Fluency in written and spoken English and French required: ability to read, write, analyze and interpret technical and non‐technical material in both languages.
o Fluency in written and spoken Creole, a strong plus.


Conditions particulières

This full‐time position will involve considerable travel to program outreach areas in Haiti and occasional travel to GHA‐HQ.
