Introduction

Plan International, one of the world’s largest children’s NGOs, has been working in Haiti for over 37 years with children, youth and poor communities. Following the January 12th 2010 earthquake, Plan Haiti has been implementing a major emergency response and recovery program, including education, child protection, Disaster Risk Reduction, health, livelihoods, and shelter intervention. Plan has three program sites in the North East, West and South East Departments.

Following a cholera outbreak in Haiti during the week of 18th October 2010, which started in the Artibonite Department, Plan has been undertaking WASH, and cholera awareness raising activities in camps, communities and schools. Plan has also worked with its health partners to establish CTUs and train health staff on cholera case management.


Fonctions

Supervision and implementation of Cash for work and infrastructure projects in cholera response, Provide technical support to team in identification, designing, monitoring and quality control and maintenance operations related to cash for work / infrastructure and allied areas.
1. Ensure all the programme activities are according to the technical standards in all sites, where Cash for work in progress.
2. Conduct environmental impact assessments/Social impact assessments on the projects with relevant staff.
3. Advise Cash for work coordinator on designs and make a routine check on the quality of the work done in the field.
4. Maintain muster roll book of Cash for work/Infrastructure. Train the supervisors and Team leaders on Muster roll book and measurements.
5. Involve children in discussions and conduct children’s consultation and accordingly design the projects.
6. Ensure the gender balance while designing and implementing the projects.
7. Provide technical feasibility reports of the projects.
8. Make communes more greener and child friendly.
9. Work closely with other sectors and provide technical assistance as required.
10. Check the soil conditions for all constructions and prepare and maintain AUTOCAD Drawings as required.
11. Check on all the tools and equipments utility in programme unit.
12. Oblige to any other project related works given by CFW Manager.
13. Adhere to SPHERE Standards and design all the activities to rule of law of state and incorporate building design codes.


Qualifications réquises

• Critical Thinking -- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to Cash for work/Infrastructure problems.
• Complex Problem Solving -- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
• Monitoring -- Monitoring/Assessing performance of work done and take corrective action.
• Good Negotiation skills to bring together and trying to reconcile differences.
• Judgment and Decision Making -- Considering the relative costs and benefits of potential actions to choose the most appropriate one.
• Hands on experience of AutoCAD software.
• Spoken English is must, French desirable.

Eligibility:
• Degree or Diploma in Civil Engineering with work experience of 2-3 years, preferably in Cash for work/Infrastructure/Public works implementation.
• Working experience with NGO is desirable.
