Introduction

Following the 12 January 2010 earthquake, Plan Haiti has been implementing a major emergency response in Haiti. In the North East, Plan runs development programmes and following the earthquake, responded to the needs of displaced people arriving from earthquake affected areas. Plan Haiti also runs cross border initiatives with the Plan Dominican Republic team


Fonctions

Overall Responsibility
The Child Protection Manager leads Plan Haiti’s protection programme in the designated Programme Unit (PU). He/she ensures that all aspects of the programme are implemented, monitored and evaluated in line with Plan’s Child-Centred Community Development approach and with best practices in the PU.

Key Areas of Responsibility
• Lead the protection team in the designated PU, ensuring quality and timeliness of programme implementation through supervision, field-visits and institutionalizing the monitoring and evaluation system

• Undertake assessments, and collect, analyze and document information relating to basic protection issues and the capacity of local community protection mechanisms, especially related to children and young people affected by the earthquake and trafficking

• Ensure required systems, protocols and procedures are in place and implemented to ensure that all Plan’s programmes and operations are in line with internationally recognized child protection standards, including Plan’s Child Protection Policy and procedures

• Coordinate implementation of Plan’s project on preventing and protecting children from cross-border trafficking of children

• Line manage, supervise and support the protection team in the PU

• Manage, supervise and oversee partnership projects and contractors

• Coordinate establishment, support and functioning of community-based child protection committees for prevention and response to child trafficking and other forms of child abuse and exploitation

• Strengthen capacities of the PU programme team, local government and implementing partners, volunteers, children/youth, care-givers and other social partners in responding to child protection issues, particularly on prevention and protection from child trafficking

• Ensure appropriate follow up for cases of child trafficking, GBV, sexual abuse of children, un-accompanied and separated children identified or reported

• Ensure the identification of children who lost legal documents and take appropriate actions

• Oversight of programme budgets and expenditures ensuring timely expenditures in line with the programme plan

• Coordinate research studies, including situation analyses and KAP surveys in the PU area

• Facilitate the programme team in use of tools and resource materials for training, advocacy and monitoring of programmes, and contribute to the development of these resources

• Participate in consultations with community members and make sure that the information contributes to programme decision making

• Conduct monitoring and evaluation visits regularly to all field sites, identifying gaps in programming and improvements to be made

• Responsible for the preparation of periodic progress reports on a timely basis for Plan, donors and Haitian government authorities

• Integration of protection interventions with other Plan interventions for children, young people and families at the PU level: notably education, nutrition, health, livelihood, water and environmental sanitation, disaster risk management and child participation

• Develop and strengthen partnerships with government, I/NGOs, UN agencies, child/youth groups, media, law enforcement agencies, private sector and other social partners working in the same geographical or thematic areas

• Represent Plan Haiti on protection issues at the PU level, including active participation in coordination groups, protection cluster, child protection sub-cluster, relevant working groups on child protection, including working groups on child/human trafficking

• At the PU level, build links with child protection authorities and professional agencies, and lead for Plan in investigation and response in the event of alleged or suspected cases of risk, abuse or of poor behaviour or practice

• Contribute to the implementation of Plan’s Child protection policy at the PU level

• Coordinate closely with the Cross-border Coordinator, Project Manager (Trafficking), GBV Manager, Psychosocial Manager, participation advisors, consultants at PU and country level

• Accomplish other related tasks as per the programmatic needs and as assigned.




Qualifications réquises

• Bachelors or higher degree in human rights, humanitarian law, social work, psychology, community development, or other related social science
• At least three years of experience on child protection in developing country settings, with a minimum of one year of programme management experience
• At least one year of experience in leading programmes on child protection in emergencies
• Proven experience in coordination of projects in field locations
• Experience in coordinating anti-trafficking project, desirable
• Experience in development and use of training tools, coordination of training programmes and facilitating trainings as a trainer
• Expertise in building capacities of field programme teams, local government and NGO partners
• Demonstrated skills in networking and collaboration
• Experience in working with interim care centers, and /or displaced / unaccompanied / separated children, desirable
• Experience working on anti-trafficking initiatives
• Strong coordination skills with the ability to manage information (statistical analysis, report writing and presentations)
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to plan and organize work and prioritize competing demands on time
• Willingness to travel extensively and work flexible hours when required
• Patient, tenacious and ability to work under pressure in a challenging working environment
• Available to travel and stay extensively throughout Haiti
• English and French language proficiency; Haitian Creole would be an asset
• Ability to use common MS Office applications (Word, Excel, Outlook, etc.)
