Introduction

Plan, one of the world’s largest children’s NGOs, has been working in Haiti for over 37 years with children, youth and poor communities. Following the 12 January 2010 earthquake, Plan Haiti has been implementing a major emergency response and recovery programme in two programme areas – the West and the Southeast departments. It also supports a programme area in the Northeast focusing on long term development work.


Fonctions

The Programme Manager Protection leads and manages Plan Haiti’s protection programme. This programme also forms part of Plan Haiti’s overall response to the Haiti earthquake of 12 January 2010. He/she ensures that all aspects of the programme are designed, implemented, monitored and evaluated in line with Plan’s Child-Centred Community Development approach, the country strategic plan, and with best practices in the sector.• Technical and management leadership of Plan’s protection programme, including psychosocial and Gender-Based Violence components

• Design and update protection programme strategies and plans, and contribute to Plan’s overall strategy in Haiti.

• Ensure quality and timely programme implementation through supervision, field-visits and institutionalizing the monitoring and evaluation system

• Collect, analyze and document information relating to basic protection issues and local community protection mechanisms, especially amongst children, young people, families and communities affected by the earthquake

• Ensure that the required systems, protocols and procedures are in place to guarantee that the programmatic responses developed and implemented are in line with the international recognized standards in the area of child protection

• Line manage, supervise and support protection teams in Plan’s country office and programme units

• Manage, supervise and oversee partnership projects, contractors and consultants

• Develop and strengthen capacities of the programme teams, government and implementing partners on responding to child protection issues

• Oversight of programme budgets and expenditures

• Technical leadership in development of funding proposals

• Coordinate and oversee research studies, including situation analyses and KAP surveys

• Develop and adopt tools and resource materials for training, advocacy and monitoring of programmes

• Promote review of national standards, policies and laws on protection in line with the international standards and instruments to align the legal framework in Haiti to improve the protection system

• Prepare periodic and progress reports on a timely basis for Plan, donors and Haitian government authorities and coordinating bodies

• Manage data of all Protection projects on Plan’s system

• Integration of protection interventions with other Plan interventions and operations for children, young people and families: notably education, nutrition, health, livelihood, water and environmental sanitation, disaster risk management and child participation

• Liaise and build alliances and partnerships with governmental bodies, UN agencies, international organizations, NGOs, civil society organizations, media, private sector and child/youth groups, Plan national offices and donors

• Represent Plan Haiti on protection issues at national and regional levels, including active participation in coordination groups, protection cluster, child protection sub-cluster and relevant working groups

• Ensure the required systems, protocols and procedures are in place and are implemented to ensure that all Plan’s programs and operations are in line with internationally recognized child protection standards, including Plan’s Child Protection Policy and procedures

• Build links with child protection authorities and professional agencies, and lead for Plan in investigation and response in the event of alleged or suspected cases of risk, abuse or of poor behaviour or practice

• Build strong collaborative relations with the other programme staff to ensure Plan’s programmes fully integrate child protection.



Qualifications réquises

• Masters or higher degree in human rights, humanitarian law, social work, psychology, community development, or other related social science
• At least five years of experience on child protection in developing country settings, with a minimum of three years of programme management experience
• At least two years of experience in leading programmes on child protection in emergencies
• Proven experience in coordination of projects in multiple locations
• Experience in development of training tools, designing and coordination of training programmes and facilitating trainings as a trainer
• Expertise in building capacities of programme teams, government and NGO partners
• Proven experience in successful development of project proposals
• Demonstrated skills in networking and collaboration with other agencies
• Experience in working with interim care centers and /or displaced / unaccompanied / separated children
• Strong coordination skills with the ability to manage information (statistical analysis, report writing and presentations)
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to plan and organize work and prioritize competing demands on time
• Willingness to travel extensively and work flexible hours when required
• Patient, tenacious and ability to work under pressure in a challenging working environment
• Available to travel and stay extensively throughout Haiti
• English and French language proficiency; Haitian Creole would be an asset
• Ability to use common MS Office applications (Word, Excel, Outlook, etc.)
