Introduction

The candidate will be responsible and accountable for the effective design, development, implementation and evaluation of community-based safe and affordable water and sanitation programmes. Specific duties include establishing water committees on water points of Red Cross WatSan project through community involvement and empowerment, and sensitizing community to construct sanitation facilities (public or private toilets & washing areas).


Fonctions

To work as team member and to ensure full integration of the water, sanitation, and hygiene promotion components.

To establish effective relationships with community and to collect necessary information for the project activities.

To ensure the community is mobilised properly in the context of Haiti in due course for the implementation of the hardware WatSan components, where appropriate, so community members fully participate in the activities. The field officer ensures that activities are appropriate for specific sectors of the community such as elderly, disabled, children, women and men.

To form and develop community water and sanitation committee/community based organisation (CBO).

To implement water and sanitation community activities.

To empower the community for their development of CBO and water committees.

To monitor and follow-up of implemented the project activities in the community.

To provide management skills and knowledge to the community in getting community members interested, organized and motivated.

To carry out baseline research of selected communities, and continue to monitor social change and new social information relevant to water committee.

To ensure that activities integrate software (hygiene promotion activity and community participation) with hardware activities.

To assist community members to identify water and sanitation and hygiene promotion needs, to generate solutions, to identify priority issues, and to analyse their problems.

To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves.

To provide water committee with management skills and knowledge in getting community members interested, organised and motivated.

To encourage and stimulate full participation by all community members with special attention to most vulnerable, woman and elderly person in community decision making.

To assist the community in obtaining information and knowledge that may be available through governmental and non governmental agencies (NGOs), through extension and outreach programmes.


Qualifications réquises

EDUCATION:
Relevant qualification in social development /community development/public health or equivalent qualifications or practical experience

Knowledge in public health and hygiene promotion/PHAST methodology.

EXPERIENCE
2 years experience in implementation of community based rural water and sanitation project.

At least 6 months working for humanitarian organisation.

Hand on experience in capacity development of water point management committees including hygiene promotion.

SKILLS/KNOWLEDGE
Knowledge of water and sanitation, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering.

Strong communication and presentation skills in French, English and Creole, including ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues.

Ability to develop and implement accountability and performance management systems, as well as provide support for professional development.

Demonstrated proficiency in computer applications such as word.

Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet.

Ability to monitor project against milestones, double-checks the accuracy of information

LANGUAGES
Proficient in French and English: written and spoken
