Introduction
The candidate will be responsible and accountable for the effective design, development, implementation and evaluation of community-based safe and affordable water and sanitation programmes. Specific duties include supervising the construction and rehabilitation of water supply systems (bore-holes, wells & springs) and sanitation facilities (public toilets & washing areas).
Fonctions
Coordinate with stakeholders to develop water and sanitation plans and budget in line with the strategic objectives and priorities
Conduct Assessments/surveys to establish perceptions and areas with needs for new water systems and also conduct community consultation and sensitization campaigns
Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware
Coordinate the construction of new water supply systems (bore-holes, wells & springs).
Identify and map existing non-functional water systems for rehabilitation or new sites for construction and in line with defined priorities organize and implement repair works to water supply systems.
Contribute in the implementation and evaluation of capacity building programmes aimed at equipping and strengthening community-based projects.
Develop strategies for strengthening collaborative partnerships and networks with stakeholders, government agencies/departments and other players.
Participate in multidisciplinary teams to develop, implement and evaluate management plans using participatory community methods
Plan, monitor and evaluate the performance of Contractual works against set targets.
Represent the IFRC at meetings and other forums to promote and articulate issues related to humanitarian relief
Ensure quality control of all infrastructure development implemented by IFRC.
Prepare concept papers, periodic progress reports and annual reports showing achievements against planned targets.
Qualifications réquises
Relevant qualification in Civil Engineering or equivalent qualifications
Over five (5) years experience in developing, implementing community-based water, sanitation and hygiene programmes especially in implementation of boreholes, wells and springs in rural setup.
Knowledge of water and sanitation, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering
Strong communication and presentation skills in French, English and Creole, including ability to build collaborative relationships with sensitivity to cultural, ethnic and political issues
Technical expertise in Project management, project planning and budgeting, resource management as well as project monitoring and evaluation
Ability to develop and implement accountability and performance management systems, as well as provide support for professional development
Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet
Ability to monitor project against milestones, double-checks the accuracy of information to discover weakness and strive for high quality performance.
