Introduction

Caritas Czech Republic (CCR) is the Czech largest non-governmental organization operating in the area of health, education and social care. Since 1999, CCR has been engaged in foreign humanitarian and development aid; it also has become a member of Caritas Internationalis network. Caritas Internationalis is an organization which is recognized and acknowledged not only within the framework of the United Nations but also of the European Commission.


Fonctions

The Field Officer (FO), under supervision of the Programme Coordinator (PC) will be responsible for implementation of projects and ensure co-operation with and support of implementing partners, keeping the PC aware of all relevant factors which could impact on the project implementation.
The scope of work of the Field Officer will include:
• Prepare and update work plans, and submit these to the PC for approval and ensure implementation is consistent with provisions of the project document.
• Coordination and monitoring of field activities.
• Establishing communication with local communities explaining the process of implementation and requirements in a best possible way.
• Liaising, consulting and networking with relevant national and regional partners and stakeholders.
• Ensure that all agreements with designated project implementing partners are prepared, negotiated and signed.
• Provide overall supervision and/or coordination of subcontractors in order to ensure timely implementation of project activities and hence ensure the delivery of the corresponding project outputs.
• Act as a principal representative of the project during meetings with external partners in the field.
• Prepare regular reports for PC, reviews and evaluation reports.
• Ensure timely mobilization and utilization of project personnel, subcontracts, training and equipment inputs.
• Assist PC and Project Manager in guiding the implementation of projects and follow-up methods.
• Ensure the follow up of Terms of Reference for consultants and contractors in cooperation with CCRs implementation team.
• Elaborate and execute of an effective Information Transfer and copying Mechanism to Mission office.
• Promoting actively the Caritas principles and the project components in all relevant media if necessary.
• Facilitate training teams in terms of the logistics, transportation etc.
• Assist the project in the development of the agenda for meetings, prepares all technical background documentation in consultation with other partners.


Qualifications réquises

• Bachelors’ degree or 3-5 years work experience in the field of agriculture, community development, and/or micro credits.
• At least 3 years of working experience with international NGO sector in Haiti.
• Knowledge of DRR advantage.
• Proven management experience, organizational and planning skills.
• Good interpersonal and communication skills – ability to coordinate activities with local communities, officials and other program stakeholders.
• Good computer skills (Internet, MS Office – Word, Excel).
• Fluent in both French and Creole, good knowledge of English advantage
• Valid driving license.
• Agreement and compliance with Caritas values, and mission security rules and procedures.
• Availability for 7 months initially.


Conditions particulières

Based in the field office of Caritas Czech Republic in Gonaives or Leogane or Sibert with regular trips to Port au Prince.
