Introduction

CARE is a leading international humanitarian organization that seeks to eliminate global poverty by empowering women and girls to bring lasting change to their communities. We have an immediate need for a highly experienced Emergency Hygiene Promotion Specialist to support our emergency response efforts in Haiti. Reporting to the WASH Coordinator the incumbent will participate in formulation and manage implementation of CARE’s WASH’s cholera response efforts in Artibonite department. The incumbent will assess the capacity build CARE’s Gonaive sub-office and local counterparts and take a lead in the formation and implementation of cholera response intervention. Tasks and activities may include, but are not limited to the following:


Fonctions

Assessment
• Provide hygiene lead and expertise in Wash assessments.
• Conduct initial rapid assessment of current situation in collaboration with local health workers and affected population; determine priorities and immediate activities and resources i.e. more detailed assessment versus need to address immediate public health problems.
• Represent CARE to WASH stakeholders and Governmental and non-Governmental agencies
• Assess resources and capacities on the ground (human, material and financial, local partners, CARE teams) and implement a plan to strengthen capacities at local level.
Programme Design
• Define aims and objectives and extend of CARE’s WASH (with strong focus on hygiene promotion) intervention to the ongoing cholera crisis.
• Select and design a hygiene promotion and protection strategy.
• Participate in the development of letters of intent, concept papers, budgets and proposals in respect of the above for cholera affected populations
Response Management and Implementation
• Plan and manage the above in a phased and prioritised manner with full consultation and co-ordination with CARE staff and other agencies both governmental and non-governmental.
• Recruit and train hygiene promotion staff to conduct hygiene education and NFI distribu in targeted sites
• Organise with Logistics, to coordinate supply of materials and support needed for all activities.
• Develop and implement a capacity building plan for CARE sub-office and CARE’s local partners on cholera preparedness and response (WASH).

Information and Co-ordination
• Provide regular updates to CARE WASH Coordinator and the rest of the team on progress, priorities and constraints – verbally and in writing.
• Represent CARE to governmental and non-governmental groups as needed and as agreed by the WASH Coordinator. Participate actively in Artibonite WASH cluster.
• Develop capacity of and work closely with CARE’s health teams and those of partners


Qualifications réquises

• Minimum 5 years humanitarian experience in refugee crises with a strong background in hygiene promotion and awareness on water and sanitation.
• Experience in cholera response intervention will be an asset.
• Experience in training staff and organizing workshops.
• Public health education (level of academic training needed will vary according to situation, wide experience will be necessary)
• Awareness of environmental health issues as applied to emergency settings, with special attention to the needs of women and children.
• Fluent French is a must.
