UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. After January 2010 earthquake, UMCOR intends to help rebuild Haiti focusing its activities in Tabarre, Croix des Bouquets and Port-au-Price in the program sector of water and sanitation Shelter and livelihoods. UMCOR – Haiti proposes to implement a three years integrated program that targets short-term emergency interventions across its core sectors with a view to transitioning to longer-term sustainable development programs. UMCOR – Haiti works in coordination with national and International agencies based on ongoing needs assessment in consultations with the communities.

UMCOR is currently seeking national Livelihood Programme Officer (LPO), she/he will be based at UMCOR Haiti’s Port ua Prince office.

The Livelihood Program Officer (LPO) will be required to work 40 hours per week, with flexible working hours during the week. The LPO will implement UMCOR’s short and long term livelihood program in selected field areas of Haiti under LM’s supervision.

Main Responsibilities
• Responsible for assessment and implementation of livelihoods and food security component of UNCOR’s emergency response in coordination with LM.
• LPO will assist LM to carry out necessary needs assessment at the field level.
• Ensure that Sphere standards (qualitative and quantitative) are considered and any deviation documented.
• Liaise with local community, local authority and other stakeholders of program within area.
• Work in close collaboration with LM to ensure that interventions build upon and link in to short and longer term programming.
• Prepare and develop monthly and quarterly reports, work plans, work execution plans and program related update.
• Assist in organizing workshops, training and meetings with and for stakeholders and local communities.
• Other tasks as assigned by LM.

Skill and Experience
• University degree in rural development, social science or relevant subjects.
• 3 years of working experience in livelihood program (agriculture, income generation, saving and credit program, livestock, enterprise and small business development)
• Medium level spoken and written skills in English and French.
• Good planning and organizing skills
• Able to work in a team
• Willingness to work in flexible and difficult working conditions.
