Fonctions

Under the direct supervision of the COMU Director, the Human Resources Manager is responsible for the implementation of practices and activities of the MSH Human Resource Management Office in Haiti, providing a full spectrum of services and programs linked to short and long-term organizational needs and objectives. S/he works closely with the Chiefs of Party of MSH projects in Haiti to develop and implement staffing initiatives for the success of the MSH Haiti office. In collaboration with the MSH Senior Management Team in Haiti and HR Partners and Staffing Specialists in the head offices, the HR Manager is responsible for the administration and implementation of human resources initiatives including recruitment and employee relations activities for both technical and administrative positions. S/he is the primary resource person for Haiti-based staff with regard to MSH and USAID personnel regulations, MSH policies and the MSH/Haiti Benefits Program, by collaborating regularly with HR staff at Corporate and Center level on related issues. S/he obtains security assurance on new employees prior to offering employment, and coordinates with HR Partners on disciplinary issues that may lead to termination of employment.


Qualifications réquises

S/he must have a Masters Degree or Bachelor’s Degree with a minimum of five years of relevant experience and professional HR experience in human resource management, including recruitment and personnel management required. A thorough understanding of Haitian labor laws is required and significant experience working with an international donor or organization, and experience working with USAID is preferred. S/he must have demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly; experience in conflict resolution; ability to competently assess priorities, manage a variety of complex activities simultaneously in a time-sensitive environment and meet competing deadlines. S/he must possess excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and partners; demonstrated ability to successfully coordinate activities with senior management staff; and a proven ability to work with a team in a fast-paced environment. In addition to having excellent oral and written communication skills in English and French, s/he must have solid computer skills with proficiency in word processing, database management, and spreadsheet programs, especially Microsoft Office.
