Introduction

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.TEAM PURPOSE: The team will execute the second phase humanitarian intervention in Port au Prince with geographical focus in Carrefour Feuilles (delivering directly and trough partner organizations assistance on WASH, EFSL & SHELTER, ensuring adequate mainstreaming of OGB priorities in Country / Protection, accountability, gender HIV & AIDS) and working with partners to influence the development of Haitian policies and practices on physical, social and economic reconstruction ensuring communities political representation and participation in decisions making processes with emphasis on women’s and women’s organizations.JOB PURPOSE: Under the project manager direction and in close coordination with other team leaders (WASH, EFSL & SHELTER) to influence others on a pilot experience in the reconstruction process of Carrefour Feuilles and by the end of the year to get a written and validated master plan for the reconstruction in Port au Prince ( Carrefour Feuilles )


Fonctions

KEY RESPONSIBILITIES: · To be a permanent focal point for OGB keeping relations towards the reconstruction centre in Carrefour Feuilles, including partners, allies, local authorities and ensuring close collaboration with them.· Forward-looking development of work plans and effective advisory of projects, and initiatives towards the reconstruction resource centre. With emphasis on participatory budgets and participatory processes ensuring communities and women’s representation and involvement in decision making spaces.· Accompaniment and building skills of partner and other organisations.· Provision of specialist advice and specific skills to mainstream and reinforce partners capacities.· Proposing informed decisions, based on technical expertise, consultation with colleagues and allies.· Analysis, interpretation, production and communication of information.· Development and support of alliances, networks and coalitions, as appropriate.Adaptation to changing context and opportunities.· Under the project managers supervision support partners, allies and colleagues to implement strategies to achieve these objectives, rooted in long-term partnerships with Haitian civil society organisations. · Ensure a strong link between grassroots partners and local authorities with emphasis on the mayor’s office, the Casec the Assec and the Delegue de Ville. · Implementing plans based on strategies defined eg …………………………………….., including through regular reports to the Project Manager. · Accompany partners in planning, delivering, monitoring and evaluating strategies to increase and improve reconstruction initiatives, projects and dynamics in Carrefour Feuilles.· Liaising with chosen private sector representatives to ensure spaces of interaction and services for the reconstruction process including reconstruction materials market and training services.· Maintain ongoing knowledge, understanding and record of government and civil society initiatives in Carrefour Feuilles, in order to inform Oxfam and partner advocacy work. · To maintain regular contact to ensure ongoing access to relevant information.

(E)· An understanding of Haiti or Latin America (E), movements and civil society organisations, and of the functioning and relationships of key players in development and civil society. (E)· Significant experience of working in partnership with grassroots civil society organisations, national and international NGOs and networks and development agencies; understanding of how influence allies and partners. (E)· Excellent analytical and critical thinking skills and proven experience of strategy development. (E)· Strong interpersonal skills and ability to manage complex and sensitive organisational relationships. (E)· Demonstrable understanding of and commitment to promoting gender equity and the interests of marginalised people in all advocacy work. (E)· Enthusiasm for and commitment to Oxfam International’s values and mission.
