Introduction

The Project Manager for Resettlement and Resettlement will occupy a senior position within the CRS Community Resettlement and Recovery Team (CRRT) and report directly to the Program Manager. He/she will be responsible for representing CRS in the Terrain Toto camp, in the neighborhood of resettlement, and in meetings with beneficiaries, camp committees, community groups, partner agencies, and Government of Haiti officials. The Senior Project Officer will participate in strategic program reviews, assessments, relationship building, and program implementation.


Fonctions

Major Responsibilities
1. Assist Program Manager to plan and execute social mobilization process for the Community Resettlement and Recovery Program from Terrain Toto to a resettlement zone. See attached brief on resettlement process for more detail.
2. Communicate strategies and coordinate activities for the Resettlement and Recovery Program with potential beneficiaries, partners, camp organizations, government actors, other CRS technical sectors and community leaders.
3. Build relationships in Terrain Toto and resettlement zone to facilitate the work of CRS and partner organizations within these environments.
4. Help develop reports, contracts and other relevant documents required for program.
5. To manage the logistics and the CRS personnel assigned to the process of relocation, in close coordination with the CRRT Operations Coordinator;
6. Identify learning and best practices of the process and share information with CRRT M&E staff;
7. To write the reports and collect relevant data throughout the process;
8. To lead the Resettlement and Recovery Program in absence of the Program Manager.
9. To respond as needed throughout the process of relocation.
10. Manage a team of 2 to 4 field staff in Terrain Toto and the resettlement zone.
11. Help build capacity of CRS field staff and partner organization(s).


Qualifications réquises

1. Academic degree in social sciences, project management or related field (MBA, social sciences, education)
2. 2 years minimum of working in NGO environment
3. Experience supervising staff
4. Fluency (oral and written) in Creole and French. English skills a plus.
5. Computer literacy, database and GIS experience(Word, Excel, Outlook, Access, Desktop Publishing, Internet)
6. Leadership, a positive attitude and team spirit;
7. Capacity to work under pressure.
8. Capacity to collaborate with various types of people.
9. Capacity to perform in unstable situations.
