Introduction

In response to the earthquake of January 12th, the CRS/Haiti Program’s staffing situation has increased significantly from approximately 300 to over 600 at present. Consequent to this dramatic growth, the demands on the Human Resources Department of CRS has also increased necessitating the need for a Deputy HR Manager to provide the administrative, technical, and continuous operational support required by a staff force working out of 3 large offices in the country (2 in Port au Prince and 1 in Les Cayes) and 4 smaller offices: Port au Paix, Gonaives, Jeremie, Miragoine.


Fonctions

Primary Responsibilities

The Deputy Human Resource Manager (DHR) will directly coordinate all operational Human Resource functions (Workforce Planning, and Employment, Human Resource Development, Total Rewards) for CRS/Haiti. In addition, S/he will also serve as the principal point of contact between CRS’ Port au Prince Office and all the other offices in the country on all HR related issues.

The Deputy Human Resource Manager/Haiti will be the direct supervisor of the following HR staff:
? Human Resources Legal and Benefits Officer
? Recruitment Officer
? HR Officer for the Les Cayes Offices

Specific Responsibilities:
I. Workforce Planning and Employment
? Conduct job analyses to create job descriptions and identify job competencies.
? Identify and document essential job functions for positions
? Establish hiring criteria based on job description and required competencies
? Implement selection procedure, including applicant tracking, interviewing, testing, reference and background checking.
? Implement, and evaluate orientation processes for new hires, rehires, and transfers
? Develop job descriptions with relevant departments and ensure they are kept up to date.
? Implement and document the organizational exit interview process.
? Extend employment offers in coordination with supervisor and conduct negotiations as necessary
? Ensure end of probation assessments are carried out and recorded.
II. Staff development
? Conduct a needs assessment to identify and establish priorities regarding human resource development activities
? Select and implement employee training programs from CRSLearns to increase individual and organizational effectiveness.
? Take primary responsibility for staff induction and orientation.
? Actively promote the use of CRS Learns and other on-line learning opportunities offered by CRS.
III. Benefits and Compensation
? Implement, and evaluate compensation policies/programs and pay structures based upon internal equity and external market conditions that support the organization’s goals, objectives, and values
? Ensure that payroll functions (for example, new hires, deductions, adjustments, terminations).are applied correctly
? Conduct benefits programs needs assessments (for example employee survey)
? Communicate and train the workforce in the compensation and benefits programs and policies
IV. Contract management

? Ensure staff contracts are up to date.
? Ensure timely alerts for contract termination as per local labor law.
? Advise on contract renewals and extensions.
? Draft letters for signature by the Country Representatives for new and contract renewals and extensions.
V. Induction:

? Builds on existing induction activities; develop and manage a comprehensive CRS/HT induction strategy, one that meets all the key knowledge and skills needs of new staff, and of existing staff moving into new roles.
? Develop, implement, and evaluate appropriate induction materials
? Continuously update, manage and deliver the existing CRS/HT induction course. Stage the course as often as necessary to meet the demand, currently four times a year.
? Work with Human Resources Manager in keeping employee and manager induction guidelines up to date.


Qualifications réquises

Qualifications:
? Minimum Master’s degree in Human Resource Management or Business Administration, and Certification in Human Resources preferred.
? At least five years previous work-related skill, knowledge, and experience in the human resources field, (private and INGO experience an advantage).
? Extensive knowledge of HR practices such as recruitment, total rewards, workforce development, orientation, performance Management system
? Strong knowledge of HR-related policies, including Haiti government local labor and other applicable laws and procedures;
? an independent worker who can work with minimal supervision and follow up
? Excellent oral and written communication skills in French, Creole and English;
? Demonstrated ability to lead and work as part of a team
? Demonstrated ability towards service orientation
