Introduction

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.

This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offers.

Any questions must be directed in writing to the Point of Contact specified in Attachment 1.


Fonctions

STATEMENT OF DUTIES:

1. General Statement of Purpose of the Contract.

The primary purpose of this position is to provide programmatic and technical expertise on the environment sector which includes activities that support adaptation to climate change, conserve natural resources and minimize environmental damage to water, air and soil. The Specialist will serve as an Agreement Officer’s Representative/Contracting Officer’s Representative (A/COR) and provide oversight 2and direction to environmental activities. The Specialist will also provide support to the agriculture team when needed. The Specialist will work collaboratively with other staff in the Office, other offices in the Mission/Embassy, local counterparts, and other development partners to support a coordinated, strategic approach to environmental programming.

2. a. Statement of Duties to be Performed

* Advisory and Technical Services 40%

- The Specialist provides technical guidance in the planning, design, implementation, monitoring, and evaluation of environmental programs, including adaptation to climate change. The Specialist will also work with the agriculture team as needed.

- The Specialist applies evidence-based guidelines, approaches, and tools to support Mission’s programming that conserve and utilize natural resources. The job holder is a Mission specialist in interventions in the areas of climate adaptation and mitigation and environmental protection and conservation, which entails water and sanitation and agriculture interventions and their relation to the environment.

- The Specialist provides advice on how policies, strategies, and technical guidelines can most effectively be incorporated to enable the Mission to address real needs and maintain contextual relevance in its programs, while harvesting the power of science and technology. The Specialist stays abreast of new developments, technologies, and findings in the local and global context of these areas.

- The Specialist maintains regular communication with stakeholders in the relevant sector(s) and stays informed by actively reading and reviewing emerging literature and publications.

- The Specialist provides on-going technical assistance to USAID local partners to ensure that activities are evidence-based and responsive to local needs and advance USG strategies.

- The Specialist works closely with other staff in USAID to optimize opportunities for cross-sectoral layering, sequencing, and integrating (as appropriate) and leveraging of resources across the different program components, including by integrating climate and environment objectives into programming in other sectors, as appropriate.

* Project Management, Monitoring, and Evaluation 40%

- Serves as Contracting/Agreement Officer Representative (C/AOR).

- As C/AOR, monitors, reports on, and evaluates contractor/grantee performance to ensure that project objectives are achieved in accordance with financial, timing, and other considerations embodied in the projects.

- Conducts field visits to project sites to monitor implementing partners’ progress against award terms and conditions.

- Maintains project records and status report; prepares necessary project documents, solves, or recommends ways to solve day-to-day operations.

- Approves hiring of key personnel.

- Reviews and approves implementing partners’ work plans and recommends to the Contracting/Agreement Officer any changes desired in the Statement of Work/Program Description and/or technical provisions of the award.

- Receives and reviews periodic reports to ensure that benchmarks and goals are being met and monitors progress and contribution towards Intermediate Results.

- Evaluates fully implemented activities focusing on impact, lessons learned, problem areas and how these problems have been overcome.

- Prepares status reports on project progress, including problem analysis and recommendations for corrective actions, and improving the implementation process.

- Ensures that the contractor has adequate performance-monitoring and performance measures.

- Tracks project-related financial expenditures and prepares accrual and expenditure projection reports.

- Prepares procurement requisitions, funding analysis, and other relevant financial documents, and maintains complete and auditable files for all assigned contracts.

- Represents USAID in donor working groups for the assigned projects.

* Representation and Coordination 20%

- The Specialist ensures that USAID successes, best practices and approaches, and lessons learned are shared widely with country officials, private sector, civil society, and other donors.

- The Specialist represents USAID at national, regional, and international meetings.

- The Specialist prepares briefing papers, presentations and assists with site preparations for visits by delegations of high-level USG officials.

- The Specialist supports companies and investors in advancing market solutions and mobilizing private capital to solve development challenges at scale. The Specialist may serve as a relationship manager to one or more private sector companies interested in partnering with USAID.

The contractor is eligible for temporary duty (TDY) travel to the United States, or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.


Qualifications réquises

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

a. Education: A Bachelor of Science degree in a field relevant to the environment such as climate change, natural science, Environmental Studies, Integrated Sustainable Development or Natural Resources Management is required.

b. Prior Work Experience: A minimum of five (5) years of progressively responsible experience in a project or activity management position. Experience in strategic planning, designing projects, as well as institutional capacity development and research is required.

c. Language Proficiency: Level IV (Fluent) oral and written English is required. Level IV oral and written fluency in French is required.

Job Knowledge (50 points)

- Thorough knowledge of the climate and environment sector, including challenges, gaps, and opportunities is needed.

- General knowledge or the potential to acquire knowledge of USG regulations is needed. A strong understanding of the local laws and regulations related to climate change and environmental protection, implementation, and sustainability is required.

Competencies, Skills, and Abilities (30 points)

- The Specialist must have strong written and verbal communication skills, including the ability to write high-level analytical and reporting documents, as well as correspondence in English. Strong interpersonal and communications skills and the ability to work well in a team environment are also necessary. The Specialist must have the ability to independently plan, develop, manage and evaluate programs and projects; the ability to understand and apply USAID programming policies, regulations, procedures and documentation and policy parameters, and the ability to establish and maintain an extensive range of contacts with mid- to high level government officials, private sector leaders, NGOs, and the donor community.
