Introduction

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).

TPM will help USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs. To date, USAID/Haiti has requested that ESS+ support verification of health service delivery quantity and quality outputs for the Integrated Health Service Delivery (IHSD) Activity implemented by two New Partnerships Initiative (NPI) partners: Interchurch Medical Assistance World Health (IMA) and Health Equity International (HEI). ESS+ will contribute verification data to the process that provides financial incentive payments to the Results-Based Financing (RBF) sites (Communal Reference Hospitals, Health Centers with and without beds, and Dispensaries) under MSPP’s RBF strategy.

The ESS+ Health Third Party Monitoring Manager will serve as an expert in output verification, data validation, and field activity monitoring to support health-related TPM activities. The ESS+ Health TPM Manager will conduct TPM for beneficiary health facilities and to measure satisfaction in their related deserving communities. The Health TPM Manager will ensure data collection and report on the health-related Results-Based Financing (RBF) activities. ESS+ expects to submit reports every three months on services quality assessment, quantitative verification on the sites and clients’ satisfaction.


Fonctions

• Manage the TPM activities respectfully and transparently, ensuring the achievement of the deliverables mentioned above.
• Review documentation of activities to evaluate: MEL Plan, reports, Implementation Plan, and other documents.
• Direct administrative and logistic activities.
• Draft implementing plan, including methods, development of data collection/inspection instruments, protocols for data collection/inspection, data management, data analysis, and reporting.
• Lead, coordinate, and contribute to the Health TPM implementation on the ground including:
o External verification of USAID-supported sites.
o Verification data as a basis for quarterly incentive payments to the RBF sites.
o Verification of quality of reported data for selected HIV Indicators at PEPFAR-supported sites.
• Specific tasks include:
o Verify the number of patients who received specific services at selected health facilities.
o Assess health facilities' performance according to MSPP quality checklists.
o Verify services were received at the community (client/patient), and.
o Assess the perceived quality of care in the community with clients/patients.
o Assess the quality of HIV-reported data by using standard indicator definition.
• Author presentation and reports every trimester.
• Ensuring the highest reliability and validity of the collected data.
• Lead and coordinate all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the Health TPM.
• Take ultimate responsibility for writing all reports associated with the Health TPM.
• Lead and facilitate communications and engagements with the activities being monitored and local firms' POC as it relates to Health TPM.
• Engage all the stakeholders involved including the UC of the MSPP and the client (in some instances per the communication protocol).
• Proficient in overseeing a sizeable team.
• Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
• Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
• Collaborate with the IBI headquarters, Haiti ESS+ staff, local partners, USAID, and MSPP staff with strategic and operational planning to implement the approved work plan.
• Ensure that all RBF related data are collected in due time in the assigned area
• Oversee Regional Coordinators’ work
• Other additional tasks as requested by the Senior Third-Party Monitoring and Evaluation Manager.


Qualifications réquises

• A medical doctor. An additional master’s in public health or master in another related field is a plus.
• Minimum 3 years of experience conducting external independent assessment and verification at Health Facilities and community level.
• Experience with HIV indicators and data verification processes.
• Familiarity with Haiti health systems and health facility record keeping, results-based financing, and DQA principles.
• Strong writing and oral presentation skills.
• Must be fluent in English, French, and Creole.
• Familiarity with USAID policies and practices including evaluation policy, results frameworks, and performance monitoring plans. Familiarity with PEPFAR policies and practices including PEFAR MER guidance, and MSPP standards, guidelines and policies on health facilities including MOH Data reporting protocols.
