Introduction

The USAID/ Haïti Feed the Future Programme d’Appui à la Rentabilisation de l’Elevage (PARE) is a five-year activity implemented by Land O’Lakes Venture37. The PARE activity aims to improve the resilience capacities to enable households and communities to withstand recurrent shocks and stresses, while helping them experience increased food security. The purpose of PARE is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. Its three main objectives are to:

1. Improve productivity of the livestock sector in the resilience focus zones;
2. Increase the accessibility of inputs and services in the livestock market system; and
3. Improve marketing and private sector engagement in the sector.
The activity aims to advance livestock production (cattle, poultry, goats, sheep, eggs, and dairy) market systems and to diversify incomes to increase the resilience of communities in two Resilience Focus Zones (RFZ) - one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Plateau Central Departments). The Activity will address key opportunities and constraints to increase livestock productivity, facilitate private sector engagement, and manage environmental and natural resource considerations. PARE will build upon lessons learned from past USAID and other donor funded activities and will coordinate closely with existing and planned USAID and other development partner programs and will align with the Government of Haiti’s priorities.

Fonctions

Position Summary:
Finance Operations and Compliance Manager (FOCM) is responsible for managing finance and operations under this activity. He/she ensures that the activity’s operations and processes comply with USAID policies and regulations. This position assists and supports the Chief of Party in all accounting and financial reporting activities, while providing support to the program team surrounding all financial and administrative issues. The FOCM reports to the Chief of Party and will directly supervise staff. The position will be based in Cap Haitian, Haiti.

Primary Responsibilities:
• Supervise the accountants in the use of the CostPoint Accounting System and complete reviews of various accounting reports to validate that all project transactions are processed accurately
• Ensure all accounting transactions for the project are properly supported, documented and are recorded in the CostPoint accounting system
• Manage all project advances to staff and ensure they are accounted for and cleared in accordance with accounting policies and procedures
• Ensure payments for employee benefits are processed and paid in accordance with local laws.
• Ensure local timesheets are completed and that local payroll is calculated and processed timely and accurately; ensure that salary or supplemental payment changes are supported by appropriate documentation.
• Complete accurate and timely balance sheet reconciliations.
• Ensure accurate and timely project financial reports are prepared as required by the internal Finance and Accounting policies and donor rules and regulations
• Monitor program spending by reviewing the monthly project status reports and other management reports for accuracy, impact and potential adjustments.
• Lead the budget forecasting process for the project, using Hyperion to communicate budget information to the Chief of Party and HQ.
• Guide and assist all budget users to prepare, revise and monitor monthly, quarterly and annual budgets for their ongoing activities.
• Conduct budget analyses and clearly communicate any potential financial issues and their impact on the project to the Chief of Party, Program Director and HQ management teams in a timely and transparent manner.
• Review all procurements before payments are made to ensure Land O’Lakes Venture37 and donor policies and procedures were followed.
• Maintain strong internal control environment to safeguard organization assets.
• Coordinate all necessary audits, statutory requirements, and financial enquiries from donor, the Government of Haiti and HQ; including tax reporting as required by local law.
• Ensure registration requirements are met each year and registration renewal is documented.
• Supervise the Grants Manager, Procurement Specialist, and the HR and Administration Specialist
• Coordinate closely with the Heifer’s Office Admin Manager and Accountant to ensure that financial practices are compliant with USAID contract regulations and in line with Land O’Lakes Venture37 processes.
• Provide guidance on grants management to ensure it is implemented in accordance with Land O’Lakes Venture37 best practices and USAID requirements. Specific to grants management, the FOCM will:
o Support the development of RFAs and budget templates
o When appropriate, review project proposals submitted by potential grantees, make suggestions for improving quality of budgets and financial plans
o Develop and implement procedures and timelines for cash disbursements to sub-grantees in compliance with Land O’Lakes Venture37 procedures and Haitian law.
o Assist potential grant sub-recipients to meet all institutional, management, regulatory and financial requirements.
o In coordination with the Grants Manager, receive, review and approve periodic grantee financial reports ensuring grantee's compliance with pertinent regulations and the sub-grant agreement as well as adherence to established report submission schedules.


Qualifications réquises

Required Skills and Qualifications:
• Master’s degree in Accounting, Finance or other relevant field from an accredited U.S. college or university, or international equivalent;
• Minimum 15 years of experience in management of large project (more than $20 million) finances and operations, including in complex environments like Haiti. This must include at least 10 years of experience in operations, finance, internal auditing, logistics, procurement, and grant management under USAID activities.
• Excellent knowledge of USAID regulation and procedures.
• Good Knowledge of accounting and logistics software
• Strong interpersonal, writing and oral presentation skills in English.
• Ability to work independently and manage a high-volume work flow with minimal supervision and able to meet deadlines.
• Relevant computer software skills (at a minimum, the standard applications within MS Office).
• Detail oriented, proactive and flexible.
• Knowledge of Haiti labor and tax laws and reporting procedures.
• Fluency in oral and written English.

Preferred Skills and Qualifications:
• ACCA/CPA qualifications or certifications.
• Experience with other donor and other USG-funded programming preferred.
• Conversational French and/or Haitian Creole preferred.
• Master’s degree in relevant field desired
