Introduction

IHRC Mission
The mission of the IHRC is to seek the coordinated, effective and efficient planning and implementation of priorities, plans and projects in support of Haiti’s recovery and development in the wake of the January, 12th 2010 earthquake.

Main Responsibilities
The Chief Master Planning Officer reports to the Director of Strategy and Planning. She or he is responsible for: prioritizing and sequencing sector plans into a master plan that integrates cross sector activities where appropriate, as well as help coordinate the development of detailed, measureable milestones, outcomes and targets. By reviewing sector plans against the master plan, and comparing against the experience of successful recovery plans worldwide, the Master Planning Officer will also identify gaps, areas where recovery investment could be particularly catalytic, and opportunities for coordination across sectors.

Specific Duties
The Chief Master Planning Officer will:
■ Refine master plan in collaboration with the government and multi-stakeholder working groups, which will include integrating diversity and gender equality themes, in accordance with the Haiti Action Plan;
■ Ensure that sectoral plans and strategies are prioritized and sequenced to be consistent with, and integrated into, the master plan;
■ Coordinate activities across sectoral pillars and ensure that cross cutting sectoral activities are captured and integrated into the master plan;
■ Prioritize recovery investments that could be particularly catalytic, taking into consideration the gender impact of these investments;
■ Monitor recovery progress against the master plan’s milestones and targets and adjust the master plan in response to the assessment of progress and the assessment of the effectiveness of the strategies employed;
■ Identify gaps in plans and strategies and ensure projects are solicited and/or strategies are developed to address these gaps;
■ Assist the Director of Strategy and Planning in overall strategy;
■ Assist the review and approval of projects whenever needed;
■ Ensure IHRC operations comply with the organization’s plans and strategy at all time;
■ As needed, provide planning and strategy advice to the Director of Strategy and Planning and IHRC staff by e-mail, phone, or through in-person meetings;
■ Identify any strategy and planning issues, propose solutions to solve them, and review and refine strategy and planning documentation;
■ Work with the Government of Haiti’s relevant people to ensure coordination with IHRC on strategy and planning issues;
■ Work closely with Ministry of Planning to ensure that there is consistent and appropriate planning and that there are no unnecessary issues that prevent or delay activities related to projects and programs;
■ Promote gender balance when creating professional teams, encourage gender balance when composing public meeting panels and issuing meeting invitations to government counterparts and other stakeholders;
■ Provide support to the Territorial, Economic, Social, and Institutional Rebuilding Units, comprised of cross functional sectoral working groups, to ensure that they are effectively coordinated, explicitly focused on enhancing the GOH’s capacity across all 4 pillars;
■ Manage the relation and work with potential third-party service providers in strategy and planning;
■ Work with the Surveys, Data Analysis & Needs Assessment Unit to specify and access all information for impact assessment and monitoring needed at the master plan level;
■ Supervise any staff within the Master Planning unit of the IHRC;
■ Work closely with the Communications team to provide proper reporting on IHRC plans and strategy and potentially on projects and programs approved by the IHRC.

Traits and characteristics
The Chief Master Planning Officer will be an analytical thinker with capacity to translate strategic goals and priorities into realistic and flexible plans and programs. She or he will have demonstrated both excellent analytical and abstract reasoning skills, and strong communication skills. She or he will have strong integrity, leadership ability, strong communication and interpersonal skills. Finally, she or he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace.

Qualification requirements
The Chief Master Planning Officer will have significant experience in planning and sectoral strategy for governmental or international agencies, preferably in developing countries. Previous experience with an institution that operates in aid, recovery or development related context would be an asset. She or he will have a successful experience and ability to build consensus in a complex multi-stakeholder environment. She or he should have strong relationship skills, a solid knowledge of the Haitian context and the main sectors operating in it.

■ Languages: fluency in French and English; Creole strongly preferred;
■ Other Skills: Word processing and presentation skills.

Education
University degree with at least ten years of relevant professional experience.

Compensation
Appropriate compensation will be offered.

Term, location and travel
The successful candidate should be willing to commit to an 18 months period, which may be extended for a further 18 months in the event that the IHRC’s mandate is extended. The Chief Master Planning Officer will be expected to live in Haiti.
