Introduction

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).

TPM will help USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs. Recently, USAID has requested that ESS+ conduct TPM for different health-related activities. Accordingly, ESS+ is seeking individuals with experience in data collection to oversee supervisors and monitors (data collectors) to support Health-related TPM activities throughout Haiti.

For this position, ESS+ is seeking local medical doctors or nurses experienced in output verification, data validation and field activity monitoring to support Health-related TPM activities throughout Haiti. The Field Coordinator will be expected to visit health facilities as assigned by ESS+.


Fonctions

• Coordinate field visits with relevant parties at the departmental level.
• Ensure that all Health-related data are collected in due time in the assigned area.
• Oversee Supervisors’ and Monitors’ field work.
• Assess data quality by ensuring the highest level of reliability and validity of the data being collected.
• Perform spot-check visits during data collection.
• Write daily reports associated with Health TPM.
• Participate in debriefing sessions after each data collection.


Qualifications réquises

• A medical doctor or nurse.
• Minimum 4 years of experience working in a health facility.
• Familiarity with conducting external assessment and verification at health facilities and at the community level.
• High degree of flexibility.
• Strong skills in using Word, Excel, and PowerPoint
• Strong writing and oral presentation skills.
• Must be fluent in both French and Creole. A good understanding of English.
