Introduction

Project: USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Haiti

Background: The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) is the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The GHSC-PSM in Haiti office works under three of the project’s task orders – HIV/AIDS, Population and Reproductive Health, and Maternal and Child Health/Zika – to provide commodities and supply chain technical assistance.


Fonctions

Overall responsibility: The Data Management Director (DMD) will assist the Deputy Country Director (DCD) in coordinating and overseeing the project’s data management activities capturing the health facility monthly stock reports, the outcomes of the calls made by the Call Center, and framing the rational, the calendar and traceability of all orders pushed to re-stock health facilities. He/she will ensure that data management activities are adequately implemented, and respective teams are fulfilling critical supply chain tasks, as planned, to deliver uninterrupted health commodities. To achieve this requirement, he/she will work closely with all the technical units to ensure that each component of the data decision making process are synchronized and reconciled: from the Quantification/Forecasting stage down to the Last Mile distribution when PODs are confirmed, while monitoring the central warehouse stock levels. Along with the GHSC-PSM in Haiti Country Director and Deputy Country Director, he/she will ensure that this information is used for decision making and project improvement. On request of the Deputy Country Director, he/she will represent GHSC-PSM at Ministries of Health (MOH), USAID Mission, and other stakeholders’ meetings. The Data Management Director will supervise the project’s internal LMIS (SYGDOCC) manager and his team, the Integrated Call Center (ICC) agents, the Supply Chain Officers, the Data Unit Manager and Analysts.

Specific duties and Responsibilities
The Data Management Director will:
? Organize and manage the daily activities of the data management teams which includes the LMIS team, the Supply Chain Officers (who provide technical assistance in person or remotely to the health facilities for stock management), the Integrated Call Center (which is a customer oriented tool to capture stock issues from health facilities), and the Data Unit team which analyses the stock level at the facility level and confirms the orders/quantities to be delivered to the facilities (site level) while respecting the monthly distribution schedule/calendar.
? Ensure that each day, each step of the monthly distribution schedule is respected on time and according to the new January 2024 distribution strategy. Raise any alarm if one step is delayed or if any piece of data requests a calendar or programmatic adjustment.
? Monitor and report to the DCD the results and performance of each team, whether it is the outcome of the supervision/training at the health facilities level, the performance and data capture by the ICC (claims, number and pace of the calls, data reported), the roll-out of the LMIS web-based version and quality of data reported by the facilities, or the trends of products’ consumption analyzed by the data analysts.
? Communicate to the other teams of the project any data or issues that would affect their analysis or operations such as the Forecasting team (launching international orders and the quantities needed), the Technical Procurement team (managing the compliance and timeline of the procurement process) or the Distribution Team (managing the Proof of Delivery at the facility level and any variance reported).
? Create dashboards and report on the various sets of data managed by the project (different from those monitored by the Monitoring and Evaluation team) to increase visibility on the project’s performance, and analysis and decision-making process based on evidence and situation at the site/facility level.
? Propose new ways to automate as needed some of the steps or analysis conducted by the teams under his supervision.
? Control that all staff under his supervision or oversight are trained to use the project’s tools such as the ICC, SYGDOCC and mSupply (Warehouse Management Software/System). Control the use of those tools by his/her staff and report on frequency of use and results achieved. Flag any software improvements needed or request any new form or module required.
? Maintain close relationships with USAID Mission, MOH, and other stakeholders, to ensure uninterrupted availability of commodities at sites.
? Conduct semi-annual coordination meetings with stock management representatives of each health facility or group/network of facilities. Oversees the training content and ensure the agenda is matching the needs of each stakeholder.
? Ensure quarterly reports are completed for the components related to the teams under his supervision.
? Assist in the management of short-term technical assistance consultancies and report results of consultancies to the USAID Mission, GHSC-PSM home office, and other stakeholders.
? Provide metrics and data as needed to the DCD or the M&E team and establish joint processes reviews.
? In coordination with the Deputy Country Director, develop an effective, client-centered, and compliant process for responding to requests from USAID and host country institutions.
? Perform any other tasks as directed by the Deputy Country Director


Qualifications réquises

Job Qualifications

? Advanced degree in public health, business, information technology, management, or equivalent relevant experience required.
? Master’s degree preferred.
? Minimum of 10 years’ experience in public health, information/data management, information systems, or health supply chain sector, or in HIV/AIDS research.
? Experience in data management systems, operations, or reporting.
? Experience working for USAID-funded projects and thorough knowledge of applicable regulations and requirements.
? Excellent cross-cultural communication and interpersonal skills; ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
? Proven problem-solving skills and track records.
? Proven leadership experience and capacity to organize, motivate and coordinate teams.
? Fluency in French and English is required. Proficiency in Creole preferred.
? Experience in country of assignment preferred.
? Excellent ability to prepare reports and presentations using advanced computer skills (Microsoft Excel, Word & PowerPoint).
