Introduction

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under three of the project’s task orders (HIV/AIDS, Population and Reproductive Health and Maternal and Child Health) to provide commodities and supply chain technical assistance.


Fonctions

Position Purpose:
The Bookkeeper will perform all matters related to accounting to help upgrade the performance level of the unit. The Bookkeeper will help the Chief Accountant, the Accountant and the Director of Finance to ensure that the financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures and regulations.

Tasks:
Major duties and responsibilities to be completed under this SOW are as follows:

• Work with the accounting staff to complete the accounting documentation prior to scanning to electronic files
• Work closely with the accounting clerk and accounting assistant for the project’s accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached. Ensure that the accounting filing system is appropriate and update
• Ensure that all vouchers and financial forms are filled with the supporting documentation
• Ensure that all expenses are duly signed, approved and authorized
• Enter daily transactions into the accounting software
• Prepare the checks and wires for the projects expenses
• Review all journals before final approval and posting
• Monitor Petty Cash accounts reports, make spot cash counts and reconciles petty cash balances with accounting system
• Responsible with the accountant for recording the expenditures in the ABACUS financial system
• Distribute checks to respective departments and collect proof of payment
• Actively participate in the Annual Wall to Wall inventory of the Commodity Warehouse.
• Actively participate in the weekly cycle warehouse counts.
• Jointly with the Accountant Assistant, transmit to the Chief Accountant, the reports and documents related to the cycle counts carried out at the warehouse on a weekly basis.
• Jointly with the Accountant Assistant, ensure that cycle count tracker is updated weekly.
• Make recommendations to Chief Accountant for improvements in processes, systems and forms.
• Carry out any other relevant duties requested by the Chief Accountant


Qualifications réquises

• A bachelor degree or a diploma of Accounting
• Must have at least two years’ experience with NGOs or Private sector
• Good communication skills are required, both oral and written in French and English is an advantage
• Experience with USAID funded programs
• Strong interpersonal communication skills
• Good computer skills are required: Excel obligatory and ABACUS preferred.
• Capacity to work under pressure.
