Introduction

Act to End Neglected Tropical Diseases (NTDs) | East is a five-year project funded by the U.S. Agency for International Development (USAID) that helps national NTD control programs for the control and elimination of five targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminths, and trachoma.

RTI is hiring a Finance & Operations Assistant for the USAID Act | East NTD program. Under the direction of Finance & Operations Manager, the F&O Assistant is responsible for managing financial transactions of technical activities, including but not limited to trainings, workshops, social mobilization activities, as well as ensuring accuracy and adequate documentation, and compliance to RTI’s financial and operational policies and procedures. Additionally, s/he will collaborate closely with the Senior MERLA Specialist to provide operational support and assistance during all activities taking place outside of Port-au-Prince. This position requires utilization of the appropriate systems and following proper accounting procedures to disburse, account for, and report usage of funds.


Fonctions

Essential Duties:

Under the supervision of the Finance & Operations Manager, the specific duties and activities of this job are as follows:

Finance
• Prepare payment packages of all necessary documents to support payments for project activities. The F&O Assistant will confirm such payments are accurate, complete, made in accordance with the established procedures and policies, and adequately supported by all underlying appropriate documents.
• Ensure financial transactions are maintained in compliance with USAID policies and procedures.
• Process staff travel advances and expense reports, consultant’s payment, and other related costs.
• Disburse payments for workshops/trainings participants (including travel and meals refunds), consultants and professional fees, and other related costs as per RTI policy.
• Provide support to the Finance & Operations Manager in the reconciliation and submission of the payment package.
• Manage collection and filing of invoices, receipts, and payments for logistics support (e.g., accommodations, transport, vehicles).
• Continuous management and support of budget and forecast activities.
• Perform other tasks as assigned by supervisor.

Short Term Individual Contractor (STIC) Monitoring
• Assist in the training and monitoring of STICs and Consultants.
• Review documentation submitted by consultants and prepare necessary documents for endorsement and payment for the STICs and Consultants agreements.
• Maintain database for STICs and Consultants including monitoring for disbursement periods of performance and payment timelines.?


Qualifications réquises

Bachelor’s degree in Accounting and Finance/Commerce and minimum 4 years of working experience in accounting and/or financial field. Experience of working in an international NGO and projects funded by USAID is preferable.
