Introduction

Background

On January 12, 2010 an earthquake registering over 7.0 on the Richter scale struck the Republic of Haiti killing more than 200,000 people, displacing over a million and affecting a total of 3,000,000. The epicenter of the quake was close to Haiti’s capital city, Port-au-Prince, destroying and heavily damaging homes, schools, churches, and critical infrastructure. The Government of Haiti (GOH) was also devastated by the earthquake, which destroyed most public buildings and records and took the lives of many key staff. All government functions have been significantly affected and it faces tremendous challenges in carrying out the most basic of operations, including providing security and paying government employees.

Given the magnitude of destruction and the threat to stability, USAID/OTI is working with Chemonics under the Haiti Recovery Initiative (HRI) (Ann Leve Kanpe) to contribute to the reconstruction and stabilization effort by supporting the GOH to promote stability and decrease the chances of unrest, and to facilitate GOH efforts to restore core government functions. Specifically, HRI is focusing on four inter-related components:

1.) Enabling the Government of Haiti to Function
2.) Community Stabilization through Temporary Employment
3.) Enhancing Citizen Participation in Relief and Recovery
4.) Debris Management/Flood Mitigation


Fonctions

Position Purpose:

The Chemonics M&E Specialist will support the program development and implementation teams of the HRI team in Port-au-Prince. S/he will be responsible for determining activity indicators and targets during program design. After activity completion, the M&E specialist will conduct surveys and analysis to determine numbers of beneficiaries and assess the impact of project outputs. In addition, s/he will be responsible for determining activity indicators and targets during program design. The principal tasks to be completed under this SOW are as follows: • Develop project indicators and targets and gather data related to those indicators and targets, including qualitative and quantitative data; • Produce reports that illustrate socioeconomic factors (income, age, livelihoods, etc.) associated with various project sites and activities;


Qualifications réquises

1. University degree required.
2. Two years of progressively responsible monitoring and evaluation work experience.
3. Experience with a USAID- or donor-funded projects preferred.
4. Knowledge and experience working with GIS as an M&E reporting tool.
5. Experience using mobile GPS units and experience using ArcMap, GoogleEarth, and other GIS software to plot activity intervention areas.
6. Advanced skills in word processing and MS Excel required. Experience with SPSS preferred.
7. English proficiency strongly preferred.
