Introduction

Background
On August 18, 2022, USAID/Haiti awarded IBI a four-year contract for the Evaluation and Survey Services Plus (ESS+) ??activity. This activity is to provide technical support for Monitoring, Evaluation, and Learning (MEL) services to ensure empirical evidence for programming, learning, and adapting. Services requested include technical evaluation, survey and study support, capacity building and learning events, and in-country Third Party Monitoring (TPM) of some USAID activities in Haiti, which at times is a non-permissive environment. This technical MEL support will supplement the monitoring and program management efforts of USAID/Haiti staff, helping the mission meet the MEL requirements outlined in the Automated Directive Systems (ADS) Chapter 201: Operational Policy for the Program Cycle.

Objective
IBI requires the support of a logistics specialist to coordinate ESS+ administrative and logistics matters. One consultant position opening is for a logistics specialist with expertise in the South, Southeast, Nippes, and Grand'Anse departments of Haiti. One other consultant opening is for a specialist in the North, Northeast, Northwest, and Center departments of Haiti. As part of its technical support for MEL, IBI is tasked with implementing evaluation and TPM activities in the aforementioned departments. A logistics specialist with expertise in these departments is needed to support activities on an as-needed basis.


Fonctions

• Support activities conducted by the ESS+ field
team with management of reservations for rooms, transportation, and food.
• Inspect venues for events held by ESS+ and ensure that they meet all projects needs and specifications.
• Provide logistics support to field teams during activity implementation.
• Act as a point of contact for ESS+ on relevant logistical matters.


Qualifications réquises

• Proven experience as a logistics assistant.
• Demonstrated ability to quickly address project needs.
• Prior experience working with NGOs preferred, but not required.
• Familiarity with the South, Southeast, Nippes, and Grand’Anse departments (if applying for that consultant position).
• Ability to work under pressure.
• Flexibility to work on weekends.
• Strong communication and teamwork skills.

This is a consultant position. The consultant will be allowed to bill for a designated number of days within the six-month duration of the position. Additionally, preferably candidates will live in the departments relevant to each position.
