Introduction

The Monitoring and Evaluation Officer (M&E Officer) will work under the M&E director supervision and will be responsible for supporting strategic information, monitoring and evaluation, health management information systems and performance reporting for all HSD/Santé components (RMCNH, WASH, RBF, Disaster and Preparedness… She/he is responsible for ensuring that data collected is comprehensive, clean, and valid. Additionally, the (M&E Officer) will plan for and lead all SI related training activities at the health facilities/sites and DSS. The (M&E Officer) will work to ensure the project deliverables are being addressed and will work collaboratively. She/he will represent the project to host country institutions, agencies, and stakeholders, sharing information and updates.


Fonctions

M&E related activities
• Coordinate all monitoring and evaluation for designated projects.
• Supervise and coordinate the collection of accurate monitoring reports from the HF (monthly, quarterly, semiannual, and annually) on all required indicators.
• Provide routine feedback on key outcome indicators to health facilities and senior management team.
• Coordinate the technical assistance to HF with the statisticians in the analysis of data to address gaps in program and services.
• Gather feedback from site visits to each HF to assess technical assistance needs, flow of data and provide appropriate capacity building trainings.
HMIS related activities
• Support information technology infrastructure and management for data management tools
• Support the deployment of latest version at all sites.
• Reporting of problems or “bug” in system.
• Responsible for documenting all communication of technical issues that result in HF not having access to their informatics system which will thus result in a backlog and clinical staff not being able to access information and report.
• Ensure the continued deployment, enhancement and functioning of the database.
• Build the data culture at health facilities to improve data demand and data use and increase HF demand for quality information, methods, and tools, and facilitation of information use in decision making.
• Manage and provide training for data analysis to the Health Facilities.
• Provide technical assistance to promote monitoring and evaluation strategies to facilitate data usage and ownership in a manner that enhances the program and promotes sustainability

Qualifications réquises

DESIRED EDUCATION & EXPERIENCE
• Degree in statistics, sociology, computer science, economics, demography, international development, or a related field from a recognized university. Certification in M&E or statistics a plus.
• Proven success in the design, implementation and operation of project monitoring and evaluation systems from project start to completion.
• Knowledge and experience in collecting and analyzing qualitative and quantitative data.
• Experience in planning and managing surveys.
• Experience in the development and improvement of data collection tools, including the use of applications (Open Data Tools kit) for mobile data collection.
• Experience in data quality assessment and monitoring.
• Experience in the management and continuous training of field staff in monitoring and evaluation.
• Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access, MS PowerPoint) and GSuite, and other relevant software is an asset.
• Excellent writing and data analytical skills
• Fluency in both written and spoken, French and Haitian Creole, English is a must.
