Position Overview: In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).

TPM will help USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs. Recently, USAID has requested that ESS+ conduct TPM for multiple Environmental Mitigation and Monitoring Plans (EMMP) under several USAID/Haiti mechanisms. The purpose of this request is to also be seeking support to the Haiti mission in reinforcing the capacity of mission staff and IPs by organizing periodic 22 CFR 216 (Reg 216) training.

ESS+ is seeking a short-term local environmental evaluation expert to support the environment related TPM activities in the USAID resilience focus zones and strengthen capacity of Mission staff and IPs. ESS+ expects to submit reports every quarter on output verification and beneficiary feedback.

Key Qualifications:

- Holds Haitian citizenship.

- An Engineer-Agronomist with MS in Environment Sciences. PhD in Environmental Sciences or another related field is a plus

- Minimum 3 years of experience conducting external and independent Environmental Evaluation/assessment.

- Deep knowledge in monitoring Environmental Safeguards of donor funded projects.

- Experience with evaluation and assessment process

- Strong writing and oral presentation skills.

- Fluent in English, French and Creole.

- Familiarity with USAID policies and practices including evaluation policy, results frameworks, and performance monitoring plans.

- Knowledge of Microsoft Office Suite is a plus.??

Key Responsibilities:

- Manage the TPM in a respectful and transparent manner, ensuring the achievement of reports.

- Draft implementing plan, including methods, development of data collection/inspection instruments, protocols for data collection/inspection, data management, data analysis, and reporting.

- Lead, coordinate and contribute to the Environment TPM implementation on the ground including:

- Manage Environmental Mitigation and Monitoring plans for USAID-supported activities in the RFZ.

- Monitoring the implementation of mitigation measures under the EMMPs.

- Conduct training for mission staff and IPs.

Specific tasks include:

- Plan regular site visits.

- Monitor the implementation of the EMMPs.

- Produce Initial Environmental Examinations (IEEs), as requested.

- Author presentation and reports every trimester, including environment monitoring and assessment reports.

- Ensuring the highest level of reliability and validity of the data being collected.

- Lead and coordinate all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the environment TPM.

- Take ultimate responsibility for writing all reports including Environmental Mitigation and Monitoring Reports (EMMRs) associated with the TPM.

- Lead and facilitate communications and engagements with the activities being monitored as well as all the stakeholders involved.

- Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.

- Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.

- Collaborate with the IBI headquarters, Haiti ESS+ staff, local partners, USAID, and probably Ministry of Environment staff with strategic and operational planning to implement the approved work plan.
