Fonctions

RESPONSIBILITIES AND ACCOUNTABILITIES:
Under the overall supervision of the Head of Operations and direct supervision of the Programme Coordinator WASH, the candidate will support the successful implementation and management of water and sanitation activities. (S)he will provide her/his technical support for the implementation of WASH activities among IDPs and vulnerable host communities in Haiti. The incumbent will be a member of the WASH team, based in Port-au-Prince, tasked to implement the IOM WASH strategy. The incumbent will be responsible for the following tasks:
1. Assist in the implementation and monitoring of project activities to provide life-saving assistance to populations affected by gangs’ violence in Haiti.

2. Participate in technical assessments and analysis of the data collected for the implementation of WASH activities.

3. Assist in planning the project intervention and prepare cost estimates for the activities.

4. Assist in monitoring the rehabilitation of small-scale water supply systems. The incumbent would need to have the necessary skills for handpump repair and maintenance.

5. Carry out small-scale rehabilitations of cholera treatment centers (CTC) in liaison with WHO/PAHO.

6. Implement and monitor emergency WASH activities for displaced population including water trucking, solid and liquid waste management in humanitarian settings, etc…

7. Carry out small-scale improvement of canals, draining channels in IDP sites and host communities

8. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.

9. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.

10. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation, and other forms of documentation.

11. Verify constructions and activities are completed to a satisfactory standard before final payment is authorized.

12. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

13. Provides guidance/training to new/junior staff.

14. Perform other related duties as assigned.


Qualifications réquises

EDUCATION, EXPERIENCE AND SKILLS
• University degree in Civil Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with three years of relevant professional experience; or
• School diploma in the above fields with five years of relevant experience
• Experience in the implementation of WASH activities to provide life-saving assistance to affected populations in Haiti;
• Experience in the design and implementation of WASH infrastructure, including procurement and contract management.
• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
• Strong level of analytical skills.
• Computer literacy in computer aided engineering design and geoinformatics software is desirable. Working knowledge of graphic and web design software is an advantage.
• Excellent communication skills; capable to share ideas and explain results to all levels of the Organization and stakeholders;
