Introduction

PURPOSE:
The Haiti Country Director’s core functions are monitoring the programmatic and financial aspects of relief and rehabilitation projects funded by LWR, collaborating with local LWR partners, identifying potential new partners, working with partners to prepare concept papers and proposals for new projects, representing LWR at cluster and other coordinating meetings, collecting testimonies and writing stories for communications purposes, and coordinating logistics for delegations from the U.S.

The role of the Haiti Country Director is to ensure that LWR projects are implemented in accordance with contractual obligations and meet the highest standard of implementation. The Country Director reports to the Senior Program Manager for Latin America.






Fonctions

DUTIES AND RESPONSIBILITIES:
A. Program Operation
1. Maintain relationships between LWR and its partners in Haiti.
2. Work with partners in developing concept papers, proposal development, budget narrative, partner profile, and accompaniment strategy; ensure that all proposal submissions are complete and properly formatted and that they are received in sufficient time to allow for a complete review and response, as needed, by the partners before submission to headquarters.
3. Work with partners to ensure that the narrative, financial, audit, and evaluation reports are submitted to LWR headquarters on a timely basis and in accordance with LWR’s guidelines.
4. Track partners’ submission of project reports; work with partners who are consistently late or whose reports are inaccurate or inadequate to develop strategy to address their needs; produce monthly report on the steps being undertaken to address those problems.
5. Accompany the partners and projects throughout the implementation period, make quarterly visits, hold meeting in the regional office, and review reports.
6. Monitor detailed implementation plan and budget of the projects; ensure that partners implement activities as planned.
7. Coordinate the exchange of correspondence between LWR and project partners and potential partners; send all relevant correspondence from the headquarters to partners; send relevant communications to headquarters.
8. Maintain partner, project related information and maintain a database management system.
9. Work with partners in identifying key lessons learned from projects and documenting case studies.
10. Represent LWR at cluster and other meetings to coordinate NGO response and capture best practices.

B. Material Resources
1. Ensure that partners are in compliance with LWR material resource guidelines and cooperation agreements.
2. Ensure the monitoring, receiving, and distribution process with partners and advise partners of any issues that require attention as appropriate. Periodic monitoring visits to the partner organizations, warehouses and distribution sites, as well as examination of any records kept for the transactions.

C. Communications
1. Compile testimonies from project participants and take photos of project activities.
2. Coordinate with External Relations staff on messaging around Haiti programming for LWR constituents.

C. Team Work
1. Coordinate logistics, set agendas, arrange transportation, and provide translation as needed for U.S. LWR delegations visiting Haiti.
2. Monitor security issues in country, keep the LWR Latin America team apprised of security concerns, and ensure the safety of visiting U.S. delegations from Haiti.
3. Actively participate in the periodic review of LWR’s strategy for Haiti.
4. Participate in local advocacy efforts as consistent with LWR strategies in Haiti.
5. Actively participate in LWR Regional and Global staff meetings.


Qualifications réquises

QUALIFICATIONS AND REQUIREMENTS:
1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.
2. Previous experience in project management and managing development programs is essential.
3. Demonstrated experience in independently designing, managing, implementing, monitoring, and evaluating development and risks reduction projects.
4. Should have minimum 5 years experience working in the country and should have Bachelor’s degree in social work, rural development, or related development field. Master’s degree preferred.
5. Haitian National in possession of required documentation to work legally in country.
6. Fluency in English and Creole with excellent verbal and written communication skills. Knowledge of Spanish, while not required, would be a plus.
7. Excellent facilitation skills in conducting meetings, training workshops, and conferences.
8. Familiarity with key development, economic, and social justice issues in Haiti at a practical and policy level.
9. Demonstrated ability to work effectively with local government, non-government organizations, community based organizations, and other grassroots organizations.
10. Ability to travel up to 50% of the time.
11. Proficiency in using Word, Excel, e-mail, database, and web-browser software.
12. Excellent interpersonal skills and willingness to take instructions from supervisors.
