Fonctions

RESPONSIBILITIES AND ACCOUNTABILITIES:
In the framework of IOM’s project entitled “Improving governance, protection and economic resilience of communities located at the border between Haiti and the Dominican Republic” funded by the Korea International Cooperation Agency (KOICA), IOM Haiti aims to contribute to strengthening the overall governance, protection and economic resilience of communities located at the border between Haiti and the Dominican Republic through improved access to documentation, effective protection assistance for vulnerable migrants and economic inclusion.
The Protection Field Coordinator will more particularly work on the Outcome 2 of the project: “Migrant assistance in targeted border areas is reinforced in collaboration with local authorities through the reinforcement of their technical and operational capacity”, to ensure that the Border Resource Centre (BRC) located in the border crossing point of Ouanaminthe/ Belladere / Anse-a-Pitres / Malpasse is fully operational to provide immediate assistance to vulnerable migrants through the reinforcement of technical and operational capacities of the BRC and the provision of psychosocial support to vulnerable migrants, especially women and children.
The Protection Field Coordinator will be under the overall supervision of the Senior Programme Manager in Haiti and the direct supervision of the Protection/Project Officer.
In accordance with the objectives of the various projects and considering the activities to be implemented for the assistance to migrants, the successful candidate will undertake the following tasks:
1. Assist in the implementation of migrants’ assistance and protection activities provided at the Border Resource Centre (BRC).
2. Organize the operations to receive and assist migrants repatriated to Haiti upon their arrival in Anse-a-Pitres, and support their registration.
3. Provide direct assistance to migrants repatriated to Haiti from the Dominican Republic – including the distribution of food and beverages, the payment of transport fees, the distribution of hygiene/dignity kits, and the provision of legal, medical and psychosocial follow-up depending on the needs.
4. Identify people with specific needs for protection, such as survivors of Sexual and Gender-based Violence (SVBG) and Victims of Trafficking (VoTs), unaccompanied and separated children (UASC), pregnant and lactating women, people with disabilities/reduced mobility or mental disorders, youth and elderly people.
5. When needed and relevant, refer migrants to adequate structures/partners to receive the appropriate protection response and assistance.
6. Assist in the liaison with implementing partners/service providers and follow-up on implementation and reporting.
7. Ensure the good maintenance of the BRC and report any needs for structural reinforcement/equipment.
8. Regularly monitor the availability of COVID Personal Protective Equipment (PPE) and flag any needs to replenish the stock.
9. Maintain the protection database updated with information on all the beneficiaries who received protection services and referral.
10. Facilitate the organization of trainings and regular coordination meetings at the BRC with key states authorities such as the National Office of Migration (ONM), Institut du Bien-Etre Social et de la Recherche (IBESR), Direction de l’Immigration et de l’Emigration (DIE) and other relevant partners, as well as NGOs and civil society organizations (CSOs), to strengthen interinstitutional dialogue and cooperation.
11. Monitor activities of the Mental Health and Psychosocial Support (MHPSS) Assistants and coordinate the delivery of counselling sessions for vulnerable migrant returnees.
12. Provide weekly reports on activities undertaken, progress and challenges encountered, and an update on the situation at the border crossing point.
13. Carry out field monitoring visits when required.


Qualifications réquises

EDUCATION, EXPEREINCE AND SKILLS
. Bachelor’s degree or equivalent diploma in law, political sciences, international relations, social sciences, human rights or a related field and 2 years’ experience, or;
. High School degree and 4 years’ experience;
. At least 2 years of professional experience working with humanitarian organizations;
. Experience working with NGOs/UN agencies is an advantage;
. Demonstrated experience and confidence in field work;
. Flexibility, ability to work in difficult situations;
. Strong communication skills are a must;
. Good computer literacy (Excel, PPT, Word) and good administrative skills;
. Ability to liaise independently with partners and government actorS;
. Be available to work on weekends and public holidays in the case of an emergency and participate in regular on-call roster for weekends and public holidays.

LANGUAGES (IOM’s official languages are English, French, and Spanish. Fluent in Creole/French; working knowledge of English and Spanish an advantage.
