Introduction

Activity Summary:

The USAID/Haiti Programme d’appui à la rentabilisation de l’élevage (PARE) is a five-year activity implemented by Land O’Lakes Venture37. The PARE activity aims to improve the resilience capacities to enable households and communities to withstand recurrent shocks and stresses, while helping them experience increased food security. The purpose of PARE is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. Its three main objectives are to:



1) Improve productivity of the livestock sector in the resilience focus zones;

2) Increase the accessibility of inputs and services in the livestock market system; and

3) Improve marketing and private sector engagement in the sector.



The activity aims to advance livestock production (cattle, poultry, goats, sheep, eggs, and dairy) market systems and to diversify incomes to increase the resilience of communities in two Resilience Focus Zones (RFZ) - one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Plateau Central Departments). The Activity will address key opportunities and constraints to increase livestock productivity, facilitate private sector engagement, and manage environmental and natural resource considerations. PARE will build upon lessons learned from past USAID and other donor funded activities and will coordinate closely with existing and planned USAID and other development partner programs and will align with the Government of Haiti’s priorities.

Fonctions

Position Summary:

The Livestock Technical Director will lead overall activities for Objectives 1 and 2 of the PARE activity. This position will play a key role in developing and overseeing field activities that will align with the overall project work plan. Specifically, he/she will work with key market actors to improve the productivity of livestock systems and access to improved inputs based on the interests and capacity of smallholder livestock keepers to adopt sound practices that result in financial, social, and environmental benefits. He/she will oversee activities that address critical constraints to livestock inputs including the availability of forages and fodder through improved production practices, processing and storage, while building from USAID and other donor programs. He/she will collaborate with market system actors to facilitate partnerships that result in increased provision of veterinary services and products and strengthen connections between agro-vets, animal health para-professionals and consumers, while building the capacity of key local community animal health networks. The Livestock Technical Director will oversee activities that increase household and livestock system resilience including the promotion of appropriate livestock breeds, management practices that are climate smart, and approaches that encourage sustainable landscape management, and help livestock keepers to better manage risk. The Livestock Technical Director will coordinate closely with private enterprise, industry associations, farmer-based organizations, Government of Haiti representatives, and other implementers to ensure coordinated and impactful activities. He/she will identify and foster innovative access to finance schemes including in collaboration with ongoing donor programs that increase the ability of smallholders to invest in needed services. The Livestock Technical Director will report to the project Deputy Chief of Party (DCOP).



Primary Responsibilities:

Drive technical implementation of livestock production activities in close collaboration with the Chief of Party (COP), DCOP, and Objective Three lead on the project.
Work closely with COP and the Objective Three lead to develop and execute project workplans and maintain technical oversight of all livestock production activities.
Provide leadership, management and direction to field-level activities, including engagement with local partners, as needed.
Develop and oversee the implementation of activities that focus on increasing livestock productivity and production through the promotion of locally appropriate livestock breeds, community breeding, animal feed and forage, animal health products and veterinary services, appropriate genetic improvements, and animal care and herd management.
Develop and oversee the implementation of activities that focus increase access to agricultural inputs and services, create sustainable linkages between market actors, and agribusinesses in the input supply system (e.g., forage, fodder, compound feeds, veterinarian drugs and services, etc.)
Identify and facilitate innovative livestock productivity and input activities that strengthen enhance collaboration between smallholders, the private sector, and with local authorities and increase access to appropriate financial management products, and information and communications technology (ICT) innovations that better help farmers to manage risk and protect their livestock assets.
Contribute to the design and implementation of a catalytic project grants under contract mechanism designed to spur private sector investment, incentivize the broad participation of livestock market systems actors, and facilitate entry of new actors and new investment into the livestock sector.
Contribute to the oversight of project and activity level budgets to support cost control for the project.
Provide technical support and input into project reporting deliverables including annual and quarterly reports, project-level analyses, and other deliverables as needed on the project.
As needed, serve as a technical liaison with USAID, Government of Haiti, the private sector, and other implementing partners to ensure visibility and representation of the PARE activity.
Contribute to project reporting; Contribute to project work planning annually and as adapted during each implementation year.
Collaborate with the activity MEL to capture project data.


Qualifications réquises

Required Skills and Qualifications:

An undergraduate degree (e.g., BA/BS) in livestock or animal science, agribusiness, agricultural or rural development, international development, economics, or another relevant field.
A minimum of 7 years of demonstrated senior technical experience on agricultural development programs with a focus on resilience and livestock in Haiti or the Caribbean.
Proven leadership ability and technical capacity to build and facilitate high-level relationships.
Experience and/or technical knowledge in designing and managing development projects and activities, particularly related to livestock and agricultural productivity.
Experience in livestock production and management including experience in locally appropriate livestock feeds, inputs, veterinary supplies and networks.
Experience in locally appropriate and climate smart livestock approaches including sustainable landscape management practices.
Experience in strengthening livestock and agricultural input supply networks, engaging with community animal health networks to foster improved animal health
Experience with implementing activities in resilience programs in direct support of project participants and rural communities.
Proven capacity to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
Ability to communicate effectively, instilling trust and confidence.
Strong interpersonal and written and oral presentation skills.
Fluency or proficiency in oral and written French.
Proficiency in Haitian Creole.
Functional oral and written English.


Preferred Skills and Qualifications:

An advanced degree (e.g., Master’s) in agribusiness, animal science, international development, economics, business management, agricultural or rural development or another relevant field.
15 years of demonstrated senior technical experience on agricultural development programs with a focus on resilience and livestock in Haiti or the Caribbean.
Fluency in oral and written English.
