Introduction

Introduction
In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) the Evaluation and Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country third-party monitoring (TPM).
TPM will help USAID to better understand project results and the complex Haitian development context (including institutional norms and behaviors) through data collection and analysis. Unlike most USAID activities, ESS+ is demand-driven and depends on the Mission to identify its monitoring, evaluation, and learning (MEL) needs. To date, USAID has requested that ESS+ conduct, through its local subcontractors, TPM for two activities in the health sector, namely the Improved Health Services Delivery (IHSD) Integrated Health Resilience Activity and the IHSD Partnership for Equity in Health Activity.
The principal focus of these ESS+ TPM activities is to conduct in-person field visits of these two activities in order to observe, verify, and report on the implementation and quality of activities. The health TPM exercise will help the USAID health team in monitoring both activities’ progress toward achieving stated results. and to adapt implementation as needed to achieve results.

Position Description
ESS+ is seeking a local medical doctor expert in output verification, data validation and field activity monitoring to support the health related TPM activities. ESS+ is working with two local firms to conduct TPM for beneficiary health facilities and measuring satisfaction in their related deserving communities. ESS+ expects to submit reports every two months on services quality assessment, quantitative verification on the sites and clients’ satisfaction.

•A medical doctor. An additional master’s in public health or master in another related field is a plus
•Minimum 3 years of experience conducting external ad independent assessment and verification at Health Facilities and community level.
•Experience with HIV indicators and data verification processes
•Familiarity with Haiti health systems and health facility record keeping, results-based financing, and DQA principles
•Strong writing and oral presentation skills.
•Must be fluent in both English, French and Creole
•Familiarity with USAID policies and practices including evaluation policy, results frameworks, and performance monitoring plans. Familiarity with PEPFAR policies and practices including PEFAR MER guidance, and MSPP standards, guidelines and policies on health facilities including MOH Data reporting protocols.

Roles & Responsibilities:
•Manage the TPM in a respectful and transparent manner, ensuring the achievement of above-mentioned deliverables
•Draft implementing plan, including methods, development of data collection/inspection instruments, protocols for data collection/inspection, data management, data analysis, and reporting.
•Lead, coordinate and contribute to the Health TPM implementation on the ground including:
o external verification of USAID-supported sites,
o verification data as a basis for quarterly incentives payment to the RBF sites and
o verification of quality of reported data for selected HIV Indicators at PEPFAR supported sites.
•Specific tasks include:
o Verify the number of patients who received specific services at selected health facilities
o Assess health facilities performance according to MSPP quality checklists
o Verify services were actually received at the community (client/patient), and
o Assess perceived quality of care in the community with client/patient.
o Assess the quality of HIV reported data by using standard indicator definition
•Author presentation and reports every trimester.
•Ensuring the highest level of reliability and validity of the data being collected.
•Lead and coordinate all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the health TPM
•Take ultimate responsibility for writing all reports associated with the health TPM
•Lead and facilitate communications and engagements with the activities being monitored and local firms POC as it related to Health TPM as well as all the stakeholders involved including MSPP and the client (in some instance per the communication protocol).
•Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
•Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.
•Collaborate with the IBI headquarters, Haiti ESS+ staff, local partners, MSSP staff, USAID, and MSSP staff with strategic and operational planning to implement the approved work plan.
