Fonctions

Job purpose

Support the governments, NGOs and community based organizations in their effort to address the long-neglected social sectors and to deal with poverty, abuse of the right of the child and HIV/AIDS including:
• Assist Dominican and Haitian organizations along the border support in their effort to remove obstacles to the attainment of their capacities for peaceful coexistence.
• Boost the longstanding social, economic, cultural, and relations existing between the two countries.
• Promote the transfer of technical expertise on right-based child centered development approach between the two countries with a view to the adoption of joint packages or one which complement each others effort.
Major responsibilities:

 Act as a contact person for all activities related to cross-border initiatives
 Provide technical and financial support to local organizations that are working in the border area
 Promote the development of participatory, right-based child-centered development approach in the border communities.
 Support and reinforce efforts of social provider in the area of potable water, health, education, economic development and sports and recreation services.
 Reinforce the activities of Haitian and Dominican NGOs and other groups that combat the spread of HIV/AIDS and child trafficking.
 Promote alliances between development agencies working on the right of the child on both side of the border.
 Support the activities of organizations that work on economic development and on strengthening markets along the border.
 Support the effort of organizations that have programs for valuing and strengthening the common cultural identity through joint cultural and sport activities.
 Promote the collection and exchange of initiatives among local officials, NGOs and CBO of the two Countries.
 Support the development of joint disaster preparedness and mitigation policy.
 Network with universities and research centers and conduct research and studies on subjects related to cross-border development effort.
 Provide information resources (internet connections) and create an enabling environment for the free flow of information.
 Develop a communication strategy to enhance the image of the organization.
 Represent Plan in national dialogue on issues related to crossborder.
 Insure Plan’s competitive advantage in grant marketing and develop and keep inventory of concept papers and proposals.
 Inform local authorities and the media of the activities related to cross-border initiatives
 Participate in all activities related to cross-border initiatives
 Coordinate with plan DR, with Plan Haiti staff and with other organizations all activities related to cross-border initiatives.
 Attend meetings related to cross-border initiatives
 Provide monthly report to the Program Unit Manager of the North East
 Visit regularly the activities/projects and Plan partners working in the border area
 Prepare a budget for Ouanaminthe for cross border activities
 Perform other tasks requested by his/her supervisor in the limit of his/her competence and in concordance with the interests of the organization.
 Ensure integration of Plan’s child centered community development approach in the Cross border program


Qualifications réquises

Qualifications:

• A university degree in social science and related field.

Experience:

• At least five years of demonstrated experience in development work.
• Proven strategic planning and implementation experience.
• Proven experience to work on a variety of tasks simultaneously, and perform well under pressure in a crisis situation.
• Ability to meet deadlines and prioritize workloads.

Skills:

• Demonstrated ability to work in an interdisciplinary environment, both independently and in a team setting.
• Demonstrated skills and ability to coordinate and elicit individual and group participation, and to lead team efforts and joint endeavors.
• facilitation coaching, and consensus building, networking, building partnership, negotiation, and team building, Crisis management
• Computer skills are necessary.
• Skills in presentation, Excellent analytical and writing skills
Language:

• Excellent written and oral communication skills.
Good working knowledge of Spanish, French and Creole
