Introduction

Since 1999 SEROvie is serving Key Populations in Haiti. With the support of several partners Fondation SEROvie, offers extensive expertise in human rights, health systems strengthening, HIV, non- communicable diseases, and sexual and gender based violence prevention programs in Haiti.
SEROvie is seeking a Deputy Project Director for the Epidemic Control among Priority Populations (ECP2) funded by USAID/PEPFAR.
The USAID-funded program will deliver sustainable, comprehensive, quality HIV/AIDS prevention, care and treatment services through MSPP/PNLS, local private sector partners and civil society organizations.
The activities will enhance the technical and institutional capacity of SEROvie, other local organizations to contribute to the attainment of PEPFAR’s 95-95-95 goals, achieve, and maintain epidemic control. SEROvie is collaborating with leading organizations, which supports a network of 20 health facilities in Haiti on this opportunity.
The Deputy Project Director will oversee all technical aspects of project implementation. In consultation with the Project Director, will ensure close coordination with USAID and other relevant stakeholders like MSPP/PNLS, and civil society networks, this position reports directly to the Project Director, ensuring that all project interventions are of high quality and lead to measurable impact.
The Project Director, will supervise 7 staff who support the technical aspects of the project; plans and directs schedules; monitors the program from initiation through delivery and close out.


Fonctions

Overall Program Management
• Coordinate with the Project Director in providing programmatic leadership and overseeing the strategic planning of activities in support of the program goals and objectives;
• Leads the tactical activities for the program, developing and implementing processes and procedures to achieve strategic technical goals of the program;
• Serve as the main point of contact with technical experts, government counterparts and other stakeholders;
• Develops strategies and tools for the design and implementation of the project;
• Ensures the quality of implemented technical activities and systems at all levels;
• Represents SEROvie to external entities at professional meetings and conferences;
• Serves as primary decision maker for technical issues on the program;
• Monitor implementation of program activities through periodic consultations, monthly progress review meetings, reports review, and field visits;
• Oversees the strategic direction, budgetary planning, and technical processes of the project to ensure that program objectives are met;
• Advise on implementation and design of capacity building activities in the following fields: finance, compliance, and sub grant management to sustain local ownership;
• Ensure technical compliance with USAID rules and regulations;
• Supervise a team of senior program and technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members;
• Work closely with other project staff, across all implementing organizations to ensure effective, timely and coordinated project implementation;
• Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts; conduct capacity building of project staff and institutional strengthening of implementing partners, community-based organizations, and other civil society organizations (CSOs);
• S/he will assume the responsibilities of the Project Director in the absence of the Project Director.



Sub-award Management
• Provide oversight of sub-award management, close out, termination, etc;
• Supervise regular site visits to audit partner compliance with sub award agreements, financial reporting, and internal controls and recommend improvements as needed;
• Support financial management of sub-grants including processing of advances/liquidations, conducting monitoring/compliance visits and close-out procedures.
• Coordinate with other Departments for training/mentoring of sub-grantees where necessary in the administration of the program’s sub-agreements with partners.

Budgeting and Financial Planning
• Work with the Finance & Administration Director on budget preparation, processes, and management in conjunction with the relevant program managers, including the development and review of relevant standard costs and scales for the program.
• Perform any other relevant duties as assigned by the Project Director.


Qualifications réquises

The Applicant must meet or exceed the qualifications listed below:
• Master’s Degree or its International Equivalent in Public Health, International Development, or related field preferred;
• Typically requires 10+ years of experience in a specialized technical/medical field of study;
• Demonstrated track record of working with teams and fostering partnerships;
• Experience with a USG contract preferred;
• Demonstrated ability to perform at a high level and apply diplomatic skills to effectively coordinate, collaborate, and partner, governments, donors, civil society, private sector;
• Oversee and leads projects, set realistic priorities, and plan for the successful implementation of activities;

• Articulate, professional, and able to communicate in a clear, positive manner with clients and staff;
• Excellent team player with good skills in team work and consultative approach to decision making; proven leadership of diverse teams and crisis management; proven coaching, facilitation, and communication skills;
• Demonstrated experience with strong technical/project leadership including a positive professional reputation, strong interpersonal, writing, and oral presentation skills;
• Ability to work independently and manage a high-volume workflow;
• Relevant computer software skills, including at a minimum, MS Office, etc…;
• Demonstrated experience in financial regulations, policies, and practices of comparable USG or other international programs funded by other donors;
• Knowledge of USAID contracts, policies, procedures, and regulations. A minimum of 5 years of comprehensive experience in managing and implementing USAID contracts and projects is preferred.
