Fonctions

Duties & Responsibilities

Strategic
• Account for and report on the organization’s resources, including all office operations and all programs funded from US government grants (USAID, CDC), multi-lateral organization grants and other donor resources.
• Support the implementation of sound financial policies, procedures and systems in line with best practices, statutory regulations, donor reporting requirements and CMMB’s established policies and procedures.
• Ensure effective operation of the Finance Department through well-defined job descriptions, clear authorized delegations of approval authority and reporting lines, preparation of comprehensive annual work plans, timely performance reviews and regular coordination/discussions with the Director-Finance & Administration.
• Maintain strong internal financial controls; safeguard financial assets, and identify, mitigate and report on key financial risks.
• Identify, troubleshoot and resolve accounting, budgeting, cash and related reporting issues.
• Provide accurate, complete and timely financial information, analyses and briefings to the Director-Finance & Administration for decision-making purposes.

Finance
Accounting
• Ensure full compliance with CMMB’s established accounting policies, procedures and systems, including custody of and limited access to all sensitive financial documentation and information.
• Manage the accurate, complete and timely review, closing and submissions of the monthly financial accounts in line with the Chart of Accounts through the Abila (MIP) accounting system, to include: (i) bank reconciliation reports, (ii) intra-company reconciliation, (iii) payroll reconciliation, (iv) sub-office reports, (v) employee and grants receivables; and (vi) sub-ledger and non-sub ledger accounts reconciliation.
• Support partner and annual audit preparations.
• Supervise the preparation/review of payrolls to include accuracy of salary payments and related statutory/payroll deductions, and their timely remittance to staff and third parties.
• Supervise the management of the accounts payable and accounts receivable functions,
• Supervise all other accounting activities for grants/projects and office operational activities to include:
(i) examination and verification of payment schedules, purchase, orders, work orders, consultant agreements, expense reports and travel advances for accuracy, proper coding and evidence of authorized approval authorities;
(ii) preparation of vouchers, checks and EFT payments and processing of allocations (ie salaries) based on proper supporting documentation, proper coding, authorized approval authorities and budget availability;
(iii) invoicing/tracking of accounts receivable and related cash reimbursements;
(iv) liquidation of employee receivables in line with manual records/expense forms from staff
(v) preparation of donor financial reports;
(vi) conducting site visits and training of project staff;
(vii) timely project liquidations and quarterly/end of project financial closeouts

Budgeting
• Support the annual formulation of the Country Office budget exercise, covering all program and office activities in line with CMMB guidance and the availability of estimated resources.
• Support the accurate, complete and timely preparation, revision and submission of all monthly, quarterly and annual project budgets and reports in collaboration with the program team.
• Support the review and revision of sub agency agreements and budgets.
• Apply CMMB and US Government indirect cost recovery policies (NICRA), including the accurate calculation and allocation of all shared program costs.
• Monitor all project expenses, calculate/advise on grant spend rates and support grant closure activities

Cash Management
• Safeguard cash, monitor the establishment/closure of all bank accounts and authorized signatories, and ensure the proper application of exchange rates.
• Serve as the day to day focal point with banks; supervise all bank reconciliations and petty cash operations.
• Monitor and report on cash flows for all project and office operations in consultation with program and office staff. Prepare cash advance requests.


Reporting
• Ensure all donor and internal financial reporting requirements are completed timely and in line with agreed standards; adhere to U.S. government anti-terrorism policies for all US government grants.
• Prepare comprehensive monthly reviews and analyses for the Director-Finance & Administration on all significant balance sheet and income statement accounts, with an emphasis on grants and contracts receivable/payable and related cost recoveries (NICRA).
• Participate in semi-monthly conference calls with CMMB, Director of Finance.

Staffing
• Lead and supervise all direct Finance Department reports, and in so doing, establish an effective, efficient and collaborative Finance team.
• Ensure the timely implementation of CMMB's performance management system for team members, to include job descriptions, regular feedback, mid-term reviews and annual performance appraisals.
• Address performance issues through regular, constructive and honest feedback and coaching.
• Identify staff development needs, retention challenges and succession strategies.


Qualifications réquises


Qualifications and Experience:
• Bachelor’s degree in Accounting
• 5-7 years’ experience in Finance with an international NGO, with at least three years in a senior finance management position supervising accounting, budgeting, cash and related reporting activities
• Strong experience in grant formulation, approval and implementation activities with a range of international donors (USAID, US-CDC, UN agencies, etc.).
• Strong supervisory, analytical, problem resolution skills; the ability to prioritize, delegate responsibilities and work effectively under pressure.
• Demonstrated record of high ethical standards, insightful financial acumen and good business judgement.
• Sound people management, leadership, collaboration, communications and team-building skills
• Strong Microsoft Office skills; Experience with Abila (MIP) accounting software a plus
