Introduction

The Quality Improvement (QI) Coach is responsible for providing direct coaching to clinical sites with the goal of building capacity for QI methodology and quality management of site staff with the goal of improving health outcomes of people living with HIV (PLWH), especially viral load suppression and retention in care rates. The QI Coach will also provide coaching related to large scale improvement strategies as directed by MSPP, and will participate in one of two Quality Improvement Learning Networks to be conducted in two Departments. The QI Coach will be engaged for this work as an independent contractor of the University of California San Francisco through its subcontract with CHARESS funded through its Prime Award, 5 NU2GGH002226-05-00. The position is responsible for all deliverables to the University of California San Francisco. The contract termination date is September 29, 2023, with expected continuation after that date, contingent upon successful performance review and continued funding. This is a hybrid position, working both virtually and in-person as safety permits.


Fonctions

Contracted Duties and Responsibilities:

1. Conduct facility-level organizational assessments (OA) per facility to identify training and quality management capacity building needs, QI culture and facility expectations.
2. Identify site level leads and QI champions and the inclusion of a civil society QI team member per facility.
3. In collaboration with facility QI team, review finding of OA and assist staff in the development of a facility level quality management plan.
4. In collaboration with facility QI team, identify key indicators that will be tracked (e.g., viral load coverage, TLD transition, TPT initiation, PrEP, retention strategies).
5. In collaboration with facility QI team, develop interventions focused on the key indicators.
6. In collaboration with facility QI team, develop a coaching plan per each facility.
7. Conduct facility wide training on QI methods and approaches (PDSA, root cause analysis, others), and effective documentation (based on MSPP guidance/approval and a harmonized/standardized approach).
8. Coach facility staff on:
a) the use of analysis of performance data to identify and develop intervention strategies towards improving outcomes.
b) the completion of a demonstration QI process cycle and present outcomes to all stakeholders to build momentum, enhanced buy-in and QI team and staff confidence.
c) monitoring the implementation progress, intermittently evaluating and making readjustments as necessary, providing technical assistance to staff on the documentation of progress to support sustainability and replication.
9. Coach QI teams on:
a) the use of standardized assessment tools;
b) building and maintaining a QI resource library for staff referencing; and
c) incorporating QI performance data for National QI program efforts.
10. Participate in one of two QILNs being conducted, providing QILN-specific Coaching to sites as needed. Specific duties to be determined based on Department needs.
11. Maintain regular communication with Department QI lead, USG partners, and other stakeholders.


Qualifications réquises

1. Strong experience working in a health care or program delivery setting with various levels of professionals.
2. Broad knowledge of QI methodology and experience with QI implementation is required.
3. HIV knowledge and experience is required.
4. Broad knowledge of the health system in Haiti.
5. Evidence of strong coaching or practice facilitation skills.
6. Excellent oral and written communication skills in French and English.
7. Computer skills to include Microsoft Word, Excel, and PowerPoint.
8. Must be well organized, detail oriented, work independently, set priorities, and complete multiple tasks and projects efficiently.
9. Must be willing to travel to sites and other locations, as required and as safety permits.
