Job Summary:
You will provide leadership, guidance, and support on Private Sector Engagement and partnership for the Haiti RFSA team in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable. You will be the focal point for strategic collaboration with private sector actors to create sustainable outcomes utilizing USAID commodities as a critical component of the RFSA design. As such, the PSE Lead plays a critical role in the management of receipt, utilization, and monitoring of the USAID commodities. The PSE Lead will contribute to monitoring, evaluation, accountability and learning (MEAL) efforts for related project components, including defining targets, analyzing and monitoring data, and contributing to the PSE Learning Agenda. Your technical knowledge, advice and guidance will contribute to the efficacy, adaptation and innovation of the RFSA Private Sector Engagement programming.


Fonctions

Roles and Key Responsibilities:
• Ensure PSE components are integrated into updated strategy, approaches, budget, and Theory of Change following activity refinement and co-creation discussions;
• Manage private sector relationships across project sectors, including negotiations for commodity collaborations, private sector contributions and facilitating RFSA support;
• Oversee the effective co-creation, startup, and implementation of PSE-related activities across sectors;
• Coordinate with the operation team to ensure effective and timely management of Title II commodities from the call forward to the transfer to the private sector partners
• Ensure private sector partners receiving Title II commodities are in compliance with USAID reporting and management policies
• Coordinate with private sector partners to inform the design of voucher programs and program activities;
• Help define targets and implement data collection systems with private sector partners, and monitor progress towards development and business objectives to inform collaboration, learning, and adapting (SLA);
• Ensure timely reporting of PSE achievements quarterly, annually, and in the final reports, as appropriate;
• Contribute to CRS’ PSE Learning Agenda in collaboration with Washington University, CRS Strategic Learning Advisor, and CRS PSE team;
• Collaborate with SBC teams to ensure relevant messages are informed by private sector expertise and consistent across communications channels and activities;
• Investigate additional private sector partners, including enterprises, investors, business development service (BDS) providers, financial institutions, sector organizations, and other stakeholders, as program needs require;
• Provide training and technical solutions to COP and other RFSA sector leads, for strategic planning and how to best integrate private sector including standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
• Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices from the PSE Playbook that effectively engage partners.
• Liaise with the CRS Impact Investing team to request initial due diligence support when the need for BDS or investment capital emerges to ensure the most efficient application of grant and/or loan capital, or before referring to a third-party provider/investor.

Basic Qualifications
• Master’s degree required in international development
• Five years related experience with at least two years international experience
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
• Working knowledge of SharePoint

Preferred Qualifications
• Master's degree required in international development
• Experience with Oracle applications
• Proven experience in presenting, facilitating and coaching.
• Minimum of five years of relevant work experience in international development, with a focus on market-based solutions and/or private sector engagement;
• Familiarity with blended finance approaches for development;
• Experience leveraging smart subsidy mechanisms, such as vouchers, to ensure access to promote sustainable market development without blocking access for most vulnerable;
• Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
• Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.

Required Languages - French and English fluency required. Haitian Creole is preferred.

Travel - Must be willing and able to travel up to 50 % to project areas
