Fonctions

Role Purpose
Under the supervision of the MEAL Manager, the ICT4D Officer will provide critical technical, coordination, and oversight of the activities of the program. S/he will coordinate and deliver various information, communication, and technology-related services per established organizational policies, procedures, and service standards. S/he will provide responsively, professional service, and technical support to HFH staff and partners to ensure efficient operation and use of HFH information sharing, communication, and collaboration technologies. The ICT4D Officer will work closely with a variety of technical teams (operations, finance) and every program’s stakeholder.

Description of the main tasks
Monitoring, Evaluation Accountability, and Learning
-Ensure the application of MEAL standard Procedures in the programs and guide program staff and MEAL staff as per the needs
-Participate and support the MEAL Manager in the design, implementation, and adaptation of relevant technology and management tools
-Carry out field visits to observe the implementation of activities and share feedback with the Partners, MEAL Manager, and other key staff.
-Ensure appropriate monitoring and evaluation of program information and communication technology activities, including providing input to appropriate logical framework and indicator development.

ICT4D
-Support the setup, configuration, and deployment of ICT4D devices for the operation and implementation of the program interventions to ensure efficient service delivery against established policies, procedures, and service standards.
-Deploy, configure, and maintain applications and utilities on android devices for all the programs.
-Configure, monitor, and maintain the Commcare platform and data collected using the ICT4D devices as per the Commcare Strategy requirement and data policies and procedures.
-Provide field-level technical support to HFH and partners HFH on Commcare and Data collection platform
-Troubleshoot and address any issues to ensure optimal performance of the databases, networks, and devices.
-Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to organization data and information.
-In collaboration with MEAL Manager, maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
-Support capacity-building initiatives on-site, to staff, p-partners, and end-users to ensure efficient and consistent adoption and use of ICT applications.
-Provide the required technical support to resolve the day-to-day ICT-related troubleshooting to the office team.
-The associate may be expected to undertake other tasks related to the above scope of work, even if not specifically outlined above.

Data Knowledge Management
-Participate in the development of a learning agenda during the design phase of the MEAL system
-Build and maintain the database of knowledge program outputs
-Contribute to developing an effective process of collecting and disseminating lessons learn
-Create a learning environment and culture within programs by providing support to programs staff in documenting lessons learned
-Participate in Generating an accurate dashboard of keys indicators for routine monitoring purposes as well as ad hoc requests
-Support the project staff in the results dissemination process
-Participate in MEAL Community of Practice meetings of the programs
-Maintaining documentation of processes, procedures, concept notes, and strategies implemented and yet to be implemented.

Accountability
-Support the program in the implementation of the HFH accountability system to ensure that the actions proposed in the intervention meet the expectations of beneficiaries and, partners and are executed per the planning.
-Support the implementation of the transversal protection plan in the projects based on the guidance received from the Accountability focal point

Qualifications réquises

Qualifications

Bachelor's Degree in IT-related field (Computer Science, Computer Networking, Programming, and Information Systems) required.
Significant work experience in a directly related field combined with appropriate training/certificates may substitute for a degree.
Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent, and ITIL Foundation Certified.
Minimum 5 years of experience in the MEAL field and ICT4D
Minimum 4 years of experience in data processing and analysis
Experience in the introduction, design, implementation, and adoption of relevant technology and data management tools.
Proficiency in data management and analysis software such as Excel, SPSS, SAS, E-views, and R,
Great ability to plan, organize, supervise, control, analyze and communicate.
Good command of survey techniques and different sampling methods.
Strong analytical skills and experience in writing evaluation reports.
Good knowledge of CommCare and Power BI tools is an asset. Experience in using mapping software (ArcGIS, QGIS) is an asset
