Fonctions

Purposes :
• To provide support to the country office's accounting, treasury, financial and internal control practices/systems, the maintenance of its financial records and the preparation of its financial reports.
• To support the Finance Manager (FM) to implement global and countrywide financial strategies.

What are the outputs and deliverables?
Business planning processes:
- Facilitate and coordinate business planning processes. Budget – quarterly reports – year end activities.
- Consolidate and review planning inputs
- Support the FM in communicating instructions and milestones within the country for business planning, including long-term planning, budgeting, quarterly forecasting and cash flow forecasting
- Support the FM in consolidating and reviewing planning inputs from countries
Accounting and treasury:
- Ensure monthly financial reports are performed and sent on time.
- Ensure compliance with local regulatory and tax legislation in respect of financial matters
- Review of project budgets.
- Test the accrual system to ensure they are being normally and consistently captured.
- Keep and update bank details and bank accounts signatories for the country
- Ensure bank reconciliations are timely produced and reviewed.
- Keep and maintains the CAT approvals and operational plans variations in coordination with PPM point person, grants staff and field staff.
- Support community planning processes and actively participates in partners and field based community organizations training and empowerment.
Financial reporting and analysis:
- Review periodic financial reports for the Country Office, including year-end reporting, and monthly grants reports
- Review financial reports from partners and make recommendations to FM.
Internal financial controls:
- Ensure appropriate financial controls processes, procedures and systems are in place and adhered to countrywide.
- Follow up audit actions list and report progress to FM Office.
- Review the inventory list to ensure their accuracy and completeness.
- Ensure in every office location that petty cash count is performed at least once a quarter and cash count form is on file.
- Review monthly BVA for salaries and ensure variances are explained on a month to month basis.
- Review the inventory list to ensure their accuracy and completeness.

Expenditures analyses:
- Perform expenditures analyses with cost effectiveness of operations orientation.
- Sharing and dissemination of best practices countrywide.


Qualifications réquises

Qualifications and experience
• Strong financial background (e.g. CPA or equivalent).
• Relevant post qualification experience
• In depth knowledge of financial systems, financial management and reporting

• Strong negotiating, facilitating and influencing skills
